Afghanistan National Institute of Music (ANIM), part of the Deputy Ministry for Technical and Vocational Education and Training (DMTVET) of the Ministry of Education (MOE) of the Islamic Republic of Afghanistan, intends to present some of its musical ensembles in concert in Washington, DC; New York, NY; and Boston, MA, from February 2 to 17, 2013. The tour will include around 16 ANIM faculty, both Afghan and expatriate, and around 46 ANIM students, both boys and girls, ranging in age from 10 to 21. The tour group may be in Washington from the morning of February 3 to the afternoon of February 8, when it travels to New York, where it will be until the morning of February 13, when it travels to Boston. A draft itinerary is available upon request. ANIM seeks bids for a security company capable of managing this project by providing the following services:

Duties & Responsibilities:
• Provide security 24 hours a day from pick up at Dulles airport on February 3 to drop off at Logan airport on February 15. • Design and implement a security plan • Make recommendations regarding the security of the group • Travel in buses arranged and paid for by ANIM as part of their security responsibilities • Stay at the same hotels as the group and maintain security at those hotels throughout all times when the group or any of its members are at those hotels • Assist venues involved with the tour, including but not limited to the Kennedy Center, Carnegie Hall, and New England Conservatory, in maintaining security in accordance with the normal security procedures and regulations of those venues • Protect the group from any possible demonstrations or protests • Assist ANIM faculty in supervising ANIM students, keeping track of them, and ensuring that they do not get lost • Ensure, to the extent legally possible, that all members of the group who are citizens of Afghanistan do not, intentionally and without permission from the ANIM director, leave the group for any reason • Ensure, to the extent legally possible, that all members of the group return to Afghanistan as per the terms of their return ticket, and that they do not violate the terms of any US visa in their passport • Coordinate their logistics with tour organizer that ANIM will engage separately • Assist publicist, which ANIM will engage separately, in managing the attention of the media as needed

Background to the contract
The safety of journalists has become one of the foremost priorities of media organizations supporting freedom of expression in Tunisia. To assure the success of the democratic transition now underway, it is essential to encourage respect for human rights and democratic principles, freedom of expression and the safety of journalists.

The emphasis of this project will be on the safety of media professionals in order to secure the conditions for the implementation of freedom of expression, press freedom and media pluralism and to ensure that a critical form of journalism can take place, unhindered by any actor, particularly security forces.

This project aims at training security forces to respect human rights, freedom of expression and the security of journalists. It will comprise the following components: enhancing the capacity of executives of the security forces regarding the judicial framework governing the media sector (i.e. right to freedom of expression, right to access to information of public domain, etc.) and the management of acts of communication with the medias and journalists; training of trainers (TOT) within the police academy and training for police members and national guards with journalists; practical exercises for law enforcement officers and members of the press on ways to resolve concrete cases prone to generating incidents (manifestations, trials, etc.); and increasing Tunisian journalists’ knowledge of their rights, personal security procedures, as well as of the missions and competencies of law enforcement.

The objective is to enhance the security of journalists and foster freedom of expression in Tunisia by making security forces more aware of their responsibility toward journalists and their specific role in a democratic society. Thus, the security forces will not be a threat for journalists and will be cognisant of their legal obligation

Reporting to the Director of Human Resources, the Security Manager will be responsible for the overall security and well being of guests & employees at The Fairmont Jasper Park Lodge.

Responsibilities
Leading and coaching the Security Team to achieve guest service and colleague satisfaction results, through the application of all Corporate and Property standards and policies.
Managing incident reporting and follow-up, including liaising with the Executive Committee, Comptroller, insurers and guests to ensure efficient resolution of potential claims.
