Regional safety and security coordinator based in Ouagadougou

Role overview :

Help is implementing projects throughout the Sahel region. The regional safety and security coordinator supervises, monitors and monitors the implementation and regular reviews of the safety and security framework and provides technical security advice and support to Help Country offices in the Sahel region. He will be the contact person (internal and external) for all safety and security matters. It links detailed analysis at country level to major trends at regional level, and provides mentoring for country office security coordinators and develops network and security cooperation.

Tasks and responsibilities:
Development and implementation of a safety and security strategy 
Ensure the analysis, processing and documentation of all relevant safety and security information for all intervention and potential countries,
Ensure the continuous adaptation of country office security management plans, the contextual analyzes necessary for mission authorization and the preparation of new projects (all in accordance with Help's overall security framework).
Provide support for regular updating and the development of a risk analysis of intervention areas, with reference to internal security reports and other reliable sources (UN, German Ministry of Foreign Affairs, OCHA , INSO, etc.) and dissemination of information to relevant bodies such as Help management, employees and partner organizations.
Provide support through regular missions at the Country office level and at program sites.
Analyze safety incident reports and record data.
Ensure 24 hours a day, 7 days a week to respond quickly to emergency or crisis situations in the region.
Check safety and security assessments and their compliance with safety management plans in program areas.
Formulate recommendations from providers and other actors to assist evacuations and medical emergencies.
Analyze and formulate risks and propose mitigation strategies in the development of new projects
Establish and maintain high-level networking with security actors at national, regional and international level
Capacity building of teams :Organize debriefing sessions on safety and security at the Regional office level.
Identify and share training opportunities, make an inventory of training, available resources and their adaptation to the context.
Ensure staff capacity building on security and monitoring / harmonization of the tools used.
Manage the professional development and technical supervision of Security Coordinators at the regional level.
Desired skills and experiences :5 years of experience in the field of security management in governmental or non-governmental organizations, in the field of humanitarian aid / development with in-depth knowledge of the Sahel region.
University diploma (technical) or equivalent professional experience and additional training in the field of "security and safety", preferably for NGOs
Proven experience in managing crisis situations and ability to make timely decisions in difficult situations.
Ability to go to intervention sites where security conditions are difficult, even within very short time.
Ability to work also on weekends and holidays, if necessary due to a specific crisis situation on a project site.
Physical and mental resistance, sense of responsibility and ability to work in a team.
Intercultural competence and sensitivity in conflict contexts.
Ability to build networks and relationships with a wide range of people and institutions.
Speaking fluent in French, mastery of English is highly desired.
