Shafak was officially established on 10-10-2013 (registration no. 27-016-129). It was founded during the early months of the Syrian Crisis in 2011. At its core, Shafak is a grassroots NGO that was formed by Syrians for Syrians, with the intent of addressing the needs of their life with dignity, equality, and humanity with a focus on sustainability and autonomy**.**
Shafak is an impartial, independent, non-profit NGO that exists for the express purpose of providing humanitarian services to vulnerable people regardless of political or religious affiliations and in the long run to contribute to recovery and rebuilding the society on a freedom, justice, and equality basis.
ROLE PURPOSE:
The Safety and Security Coordinator will work closely with the management to ensure the effective operation of the Safety and Security department in Turkey/Syria. The selected candidate will be expected to advise on security-related policy and courses of action, make recommendations, and provide support for integrating security considerations into country programs. S\He will also liaise with local authorities in Shafak’s operational area and facilitate the implementation of Shafak's Safety and Security Policy and Standards within country programs.
The Safety and Security Coordinator will lead in an emergency and support the team leaders and team at a senior level in the field.

Key Responsibilities:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or competency required.Develop and implement safety and security policies and procedures that are appropriate for the humanitarian work being carried out in Syria and Turkey. Ensure compliance with legal, regulatory, and organizational requirements.
Conduct regular safety and security assessments to identify potential hazards and risks to staff, volunteers, beneficiaries, and assets. Develop measures to mitigate identified risks.
Oversight over Shafak field offices to ensure the safety and security of staff in the course of their duties.
Analysis of current events and their security implications, and provision of safety and security management information, advice, and support to the management.
Engage with program management and staff as well as staff at all levels to facilitate the adoption and compliance with the safety and security policy and standards.
Engage with relevant authorities to ensure acceptance and facilitation of the work of staff in Syria and Turkey.
Brief all new staff and visitors on local security conditions and protocols.
Provide safety and security training to staff and volunteers, including training on risk management, situational awareness, first aid, and emergency response.
Investigate safety and security incidents, including accidents, injuries, and security breaches. Make recommendations to prevent similar incidents from occurring in the future.
Manage security systems, such as access control, surveillance cameras, and alarms, to ensure they are functioning properly and are appropriate for the humanitarian work being carried out.
Liaise with external organizations, such as local authorities, security forces, and other humanitarian organizations, to coordinate and collaborate on safety and security matters.
Coordinate emergency response plans to ensure staff, volunteers, and beneficiaries are safe in the event of an emergency, such as natural disasters, conflict-related incidents, or medical emergencies.
Contribute to weekly, monthly, and yearly security reports.
Assist in incident/crisis management when required.
Promote the concept that safety and security is an integral element of program design.

At least 3-5 years of experience in security or safety and security management in a humanitarian context.
Bachelor's or graduate degree in a related field.
Understanding of current humanitarian safety and security practices and issues affecting aid work globally, and knowledge of relevant laws and regulations related to safety and security in Syria and Turkey.
Fluent in English and Arabic (written and spoken), with strong communication and interpersonal skills.
Familiarity with the current Syrian context, cultural and political sensitivities, and security systems and technology appropriate for the humanitarian context.
Ability to formulate and communicate analysis of a changing security environment in a neutral and impartial manner.
Proven NGO experience implementing and sustaining compliance with a security management system, preferably in a conflict environment.
Good interpersonal skills with the ability to communicate at all levels, establish professional networks, and coordinate with local and country authorities, donors, International Organisations and local NGOs.
Proactive and self-motivated with the ability to work autonomously in a highly stressful and challenging environment, balancing between multiple competing priorities.
Strong leadership, problem-solving, and analytical skills, with the ability to work independently and as part of a team in a dynamic and challenging environment.
Ability to priorities security related tasks and complete reports to deadlines, with proven skills in concise and succinct report-writing.
