Description:
Identify and mitigate potential security risks to personnel, assets, and operational/program security.
Provide contextual analysis of localized and national security situations and incidents as well as appropriate advice to national and regional management based on credible information.
Act as a key advisor to the country's management team on safety and security issues.
Maintain strong links and relationships with other security-related networks and organizations and help develop effective security networks and responses tailored to the Haitian context.
Maintain an appropriate level of contact with Regional Safety and Security Personnel and Head Office and other external stakeholders to support the implementation of Plan's security strategy.
Prepare security reports and provide regular security analyses.
Analyze the security environment and adjust security phases, policies and procedures accordingly.
Be the Country-Level Safety Manager in accordance with Plan International's acceptance model and standards.
Develop country-level safety and evacuation plans in accordance with the organization's security policies and procedures.
Build the capacity of security focal points and field officers.
Issue security alerts, as appropriate, based on the ever-changing security environment across the country.
Manage the country's security budget for operations/programs/facilities/security offices.
Conduct security assessments prior to the opening of offices/hostels/emergency response/activities in a new area of the country.
Ensure and update communication trees and ensure communication plans in case of emergency.
Support and availability to be deployed for security assessments and security management in the event of an emergency.
Ensure the annual review of the Travel Security Advisory and ensure the security management of all visits to the country.


Knowledge, skills and behaviours required to achieve the objectives of the position:

Bachelor's degree in Social Sciences, Development Sciences and others;
3 - 5 years of experience working in an advisory or security management position in a complex political-humanitarian crisis;
Formal technical training in safety and security is a plus. Management positions with INGOs in unsecured environments is a plus. ;
Excellent interpersonal skills, as well as negotiation and advocacy skills.
Ability to lead through influence and knowledge, instead of hierarchical authority
Experience in designing and executing training, especially safety and basic personal safety;
Ability to get along with a diverse group of people, provide exceptional customer service while managing multiple priorities;
Knowledge, or ability and willingness to learn Plan International's management tools and frameworks, adhere to all Plan International policies and guidelines;
Mental/Physical Requirements: approximately 50-60% travel, mainly to Haiti in remote areas with minimal comfort, often within a short period of time
Very good knowledge of the following software: Excel, Word, Access and Power Point;
Good judgment;
Ability to work under pressure and/or in difficult conditions;
Effective and efficient interpersonal relationship.

Desirable:
Writing and communication skills in Creole, French, English (required), Spanish an asset.
