Culmen International is looking for a SENIOR MILITARY JUSTICE ADVISOR Consultant to provide support for the U.S. Department of State’s Security Forces Professionalization Program in Kinshasa, Democratic Republic of the Congo.

The Senior Military Justice Advisor shall advise and support the Democratic Republic of the Congo’s (DRC) Armed Forces efforts to establish a Command Legal Advisor (CLA) Corp within the Military Justice Unit to promote defense sector accountability, respect for the rule of law, and mitigation of the risk of civilian harm by the military. The Senior Advisor shall embed within Military Justice Unit.

Roles and responsibilities included but not limited to: Conduct an initial assessment of military justice and the development of the CLA corps in close cooperation with the DRC Armed Forces and Ministry of Defense (MoD), and relevant military justice officials.
Collaborate with relevant Government of DRC stakeholders to develop and generate an action plan for CLA corps execution.
Share expertise and recommendations on military justice and CLA corps implementation.
Assist in developing a strategic plan for sustaining a professional cadre of CLAs, which may include development of specific training or curricula for CLAs, operational commanders, or other key audiences, as relevant.
Support the development and delivery of training to comply with administrative and civil law, the law of armed conflict, non-international armed conflict, and international humanitarian law.
Assist with reviewing and updating educational or training curricula at military or government organizations to align with national goals and appropriate standards for protection of civilians and international legal norms.

Basic Qualifications:
10+ years of military and/or civilian professional experience with military justice, including but not limited to, as a former U.S. Judge Advocate General’s (JAG) Corps officer or equivalent in another country’s military
3+ years of experience working in a civil law system (such as a Francophone system) and/or supporting reform efforts in a civil law system
2+ years of experience advising senior foreign military or senior government officials in sub-Saharan Africa
If a U.S. citizen, have reached, at a minimum, the rank of O-5 in the military or equivalent in a civilian capacity or a similar level of experience if non-U.S. citizen
If a U.S. citizen, ability to obtain and maintain a Secret security clearance
If a Third Country National, ability to obtain and maintain a Moderate Risk Public Trust
If a Local National, ability to obtain and maintain U.S. Embassy Vetting Approval
Master’s degree in an area such as Law, International Relations, International Law, International Justice, Transitional Justice, Peacebuilding, Conflict Resolution, Human Security, Security Studies or a similar field
Must be fluent in written and spoken French and English, both conversational and professional

Preferred Qualifications: 
Juris Doctorate degree (or international equivalent).
2+ years of experience advising senior foreign military or senior government officials in Francophone Africa.
3+ years of experience contributing to capacity building activities such as the development and delivery of training and workshops for military, national security, or government audiences on international legal norms, including but not limited to topics on: the law of armed conflict, international human right law, and international customary law.
3+ years working in fragile, conflict-affected environments and demonstrated knowledge of the proper operation of judiciary and security sectors in these environments.
5+ years of experience with preventing or mitigating a military justice conflict of interest or improper command interference.
Demonstrated knowledge of civilian harm mitigation best practices and norms, including experience with promoting adherence/integration of protection of civilians in conflict with military policies/doctrine/guidance.
Demonstrated experience engaging senior officials in consultations and developing projects jointly.
Working knowledge of conflict resolution and coordination/collaboration skills.
