Airfield Manager

The Airfield Manager (BDSC) will be primarily based at the Baghdad Diplomatic Support Center (BDSC) in Baghdad, Iraq, and serve the Base Life Support Services (BLiSS) contract in support of the U.S. Department of State. This position will be responsible for management of the airfield operations workforce, utilizing resources to accomplish operational requirements, and will report to the Site Operations Manager in the management of multiple geographical sites and functions to support critical client mission activities of this contract. The additional duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all-inclusive


DUTIES:
Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.
Comply with all Environmental Health & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.
Manage Air Terminal Operations Center, Airfield Facilities, Weather, and Passenger Terminal Cargo Handling Sections.
Procure resources to meet PWS requirements, write and maintain Standard Operating Procedures (SOPs) for Cargo, Passenger Service, Air Terminal Operations Center (ATOC), Foreign Object Damage (FOD), Bird Aircraft Strike Hazards (BASH), and Transient Alert.
Manage military aircraft parking ramp and ensure daily airfield inspections are performed.
Attend airfield user group meeting; discuss safety, security, construction, and other areas pertaining to air terminal operations.
Order, receive and distribute Flight Information Publications (FLIP).
Coordinate daily with the commercial airport for overflow parking spots and other needs.
Conduct employee evaluations, reward/recognize outstanding performers, and work with Human Resources and Site Operations Manager to take immediate corrective action on disciplinary issues.
Effectively manage the daily operations and personnel within the organization. Interface with Air Traffic and Force Protection on airfield vulnerabilities and help provide realistic resolutions.
Implement procedures and processes to ensure airfield inspections are conducted in compliance with applicable USG directives.
Oversee the airfield training program, to include Joint Inspection (JI) cargo training. Ensure appropriate licenses and certifications are current and on file for all airfield personnel.
Act as key member in airfield construction projects, from the planning phase to final construction implementation. Continually monitor airfield for compliance with ICAO standards.
Perform additional duties and projects as assigned.


REQUIRED:
Minimum Acceptable Experience Level:
Four (4) or more years’ experience in Airfield Operations.
Two (2) or more years’ experience effectively managing or supervising airfield operations.
Bachelor’s degree in a related field or six (6) additional years of related experience in lieu of college education.
·Knowledge, Skills, and Abilities:
Knowledge of Airfield facilities, Airfield Operations, Airfield markings, Flight Information Publications (FLIP), Foreign Object Damage (FOD), Bird Aircraft Strike Hazards (BASH), Transient Alert, minimum wingtip requirements.
Substantial commercial and/or military experience in supervising and managing Air Terminal and Ground Handling Services.
Passenger and cargo movement functions to include transport aircraft types, capabilities, configuration; weight and balance factors; airlift transportation directives and documentation; cargo securing techniques; border clearance requirements; operation of materials handling and other types of loading equipment or devices, fleet service functions; automated data processing equipment and its application in airlift activities; passenger service functions, and customer relations principles; airdrop and aerial delivery techniques and equipment.
Knowledge of principles and processes involved in supporting contract responsibilities at an overseas facility.
Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
Cross-cultural sensitivity with an international perspective.
Excellent organizational and time management skills.
Computer skills, specifically in Microsoft Word and Excel.
Ability to become an active and functioning member of a team.
Ability to be innovative and be an agent for change.
Expert communication skills to facilitate and disseminate information.
Passport, Licenses, and Certifications:
As part of pre-contingency requirements, by the time the visa process starts, candidates must possess a valid passport of home country with a minimum of 18 months remaining to expiration date with 8 blank pages.
Valid driver’s license from Home of Record.
Security Vetting: Possession of a US Government issued security clearance or ability to obtain a US Government clearance prior to being hired is required for the position. Must maintain eligibility at the required certification or clearance level for the duration of the contract.
Language Skills: Advanced English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.
Citizenship: Must be eligible for US Government Clearance.
Medical: Successfully complete and pass the medical and dental examinations as required by PAE and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.


DESIRED:
Department of State experience
Five to seven (5-7) years’ international experience in challenging locations, preferably working in the Middle East, with a working knowledge of customs and cultural differences.
Prior U.S. Air Force experience
Experience working with PAE.


WORKING AND LIVING CONDITIONS:

This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
