Project Overview:
The Security Officer works in the Security Unit, in the Directorate of Resources and Operations Management. S/he will support ICMPD staff and managers in the safe implementation of projects and other activities of the organisation, advising on security and risk management matters, in order to mitigate risks at an acceptable level.
Job Description:
The Security Officer is responsible, under the supervision of the Senior Security Advisor (Head of Global Security), to support and contribute to the management and development of an effective security program for ICMPD and the implementation of safety and security measures for ICMPD employees, facilities and other assets, across all activities, regions and project locations of ICMPD. As such, the position has a global responsibility in regards to the operations of the organisation.
S/he supports the security function by effective monitoring of regional and local environments of interest for ICMPD, especially at office and project locations, by assessment of threats, advise on risk mitigations, and establishing effective and workable security standards, procedures and systems for facilities and employees. S/he assesses emerging situations, and advise promptly the pertinent business areas and related personnel with adequate risk mitigating measures, in support of informed decision-taking.
The Security Officer participates in the development of training materials and conducts security training to ICMPD staff. S/he ensures that country-level employees receive necessary information, are trained to implement Security Standard Operating Procedures (SSOPs) and to use security equipment. S/he ensures an adequate level of security awareness among the ICMPD staff and distributes security information and briefs staff on security in preparation of activities and travel.
S/he maintains a network of contacts and collaborates with a range of external partners across all programme countries such as security services, other authorities, security professionals of the UN, EU and other international organisations, and foreign embassies.
S/he works under the supervision of the Senior Security Advisor, in the Directorate of Resources and Operations Management, in close collaboration with the Regional Coordinators and Heads of Offices, as well as the Brussels Mission, Regional Resources Managers and Project Office Administrative Officers on facility and assets security.
