This temporary position is located within the OHCHR Group of Eminent Experts on Yemen and is based in Addis Ababa. The Security Coordination Officer reports directly to the Coordinator of the Group of Eminent Experts on Yemen and to the Senior Security Manager in OHCHR Geneva, through the Field Safety and Security Coordinator. Functional responsibility for security rests with the Coordinator of the Group of Eminent Experts on Yemen, supported by the OHCHR Safety and Security Section.
Responsibilities
Within delegated authority, the Security Coordination Officer will be responsible for the following duties:
- Review and monitor the situation in Yemen and neighboring countries with specific regard as to how it relates or may have an impact on Group of Eminent Experts (GEE) activities in the region;
- Advise the Experts and the Coordinator with regard to all security-related matters and develop tactics, techniques and procedures in accordance with the provisions of the UN Security Management System for the safe conduct of all GEE's activities with special focus on field missions;
- Arrange all security aspects of visits by the GEE members as necessary;
- In the context of field visits, ensure continuous mission tracking, whereas he/she is directly involved or by remotely monitoring the movement of mission staff;
- Prepare Security Risk Management for all the locations where the GEE will operate and for each mission separately;
- Ensure that GEE reaches and maintains full Minimum Operating Security Standards (MOSS), as established for each visited country, in all of its' activities;
- Be familiar with the Warden system of each mission's place and ensure staff is knowledgeable about it;
- Assess prevailing local security conditions, identifying security trends and advising GEE personnel on potential security problems, such as mines, kidnapping, armed attacks, arrest and detention;
- Make sure that mission staff and drivers engaged in driving UN vehicles or rented vehicles for official purposes are fully trained in safe driving procedures;
- Establish working relationship with all other security elements of the UN Security Management System to ensure maximum security coordination;
- Assume responsibility for guard force management;
- Ensure that fire detection devices and fire-fighting equipment are available on the premises;
- Ensure availability, compatibility for each place and proper functioning of security-related communication systems during the missions and all other security-related duties as assigned by the supervisors;
- Investigate accidents involving UN vehicles and prepares report of findings; Investigates security-related incidents involving UN staff members, project personnel or eligible dependent;
- Perform other duties as required.

Education
Advanced university degree (Master's degree or equivalent) in security management, business administration, political/social science, psychology, international relations or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma or certification from a national police or military academy at officer level.

Work Experience

Experience working in East Africa region and/or Yemen is desirable.
Experience in the area of human rights or international humanitarian law is also desirable.Languages
