Position Summary:
PAE is currently seeking a qualified candidate to serve as a Human Intelligence (HUMINT) Advisor in Mogadishu, Somalia. The selected candidate will provide technical assistance to the Police Information Unit (PIU) human source handlers, open source and other information collection specialists tasked with collecting verifiable information and intelligence. This position will act as a mentor and advisor to the Somali Police Force in the collection, analysis and taskings in support of terrorism investigations and operations.
This position is currently funded through July 31, 2021, with the option of multi-year extension, and will maintain a 90/30 day rotational schedule. Candidates will be expected to work up to seven days a week while deployed, and receive 30 days off after 90 days in-country. Lodging and meals within a secure, international campus will be provided.
Job Duties And Responsibilities:
Mentor and advise Somali Police Force proactive counterterrorism officers involved in performing specialized terrorist-related investigations, evidence collection, and preservation activities.
Train, advise, mentor, and assist (HUMINT) collection, analysis, and taskings in support of terrorism investigations and operations.
Advise and assist in assimilation, evaluation, and interpretation of information concerning terrorism organizations and activities in Somalia, and offer recommendations, prepare and conduct briefings and debriefings, as well as conduct and advise on counterterrorism operations.
Provide work leadership, training, and mentoring of HUMINT specialists and proactive counterterrorism investigators.
Duties also include facilitating meetings; participating in working groups; developing reports and specialized papers; reviewing and editing policies, manuals, and Standard Operating Procedures (SOPs); conducting briefings; and active participation in advising officials.
REQUIRED SKILLS AND QUALIFICATIONS:
Minimum of 20 years’ experience working in proactive law enforcement counterterrorism human source handling or surveillance operations;
Demonstrated experience in training, advising or mentoring law enforcement units preferably in high threat posts such as Somalia, Afghanistan, or Iraq;
Proven proficiency in writing analytic products on HUMINT cases following strict directives and guidance;
Demonstrated experience collaborating with the FBI and other international partners on information sharing activities;
Graduate of internationally recognized HUMINT training courses.
DESIRED QUALIFICATIONS:
Experience with Analyst Notebook or other data analytical software;
Demonstrated experience and success in recruiting and operating human sources and penetrating terrorist networks.
