Position Summary:
PAE is currently seeking a qualified candidate to serve as Law Enforcement Advisor in Sarajevo, Bosnia and Herzegovina (BiH). This position will be responsible for working on development assistance through a comprehensive and integrated program of training, technical assistance and equipment donations to professionalize the various police entities throughout the country. ICITAP also assists with the development of their capability to link with the community and to combat crime, corruption, terrorism, human smuggling/trafficking, and organized crime. Ideal candidates will have a background in law enforcement with strong supervisory and working-level investigative experience, and expertise in organized crime and anti-corruption fields. This position is full time in-country.
Job Duties And Responsibilities:
The ideal candidate will have demonstrated experience:
All facets of development, training and equipping for criminal investigation programs
In-depth knowledge of and experience in conducting criminal investigations
Experience with interagency task force groups
Prior international experience and/or the ability to work effectively in a non-traditional US environment (candidates must be willing to relocate to Sarajevo, Bosnia and Herzegovina for an extended period of time)
Exceptional interpersonal skills to effectively work with ICITAP staff and host-country nationals, as well as other individuals and organizations from the international community and the U.S. Embassy.
Required And Qualification:
Minimum of fifteen (15) years LE experience with at least ten (10) years of investigative experience.
Specialized investigative experience in the field(s) of transnational organized crime, money laundering, and/or public corruption.
Experience as an instructor in fields related to complex multi-tier criminal investigations involving transnational organized crime, public corruption, and or trafficking of persons or narcotics.
Documented experience as a supervisor, manager, or task force lead in a federal task force, a state agency, or a department/agency with a minimum of 500 sworn law enforcement officers
Documented advanced report writing skills.
Documented ability to assess, evaluate, and produce written communications articulating necessary steps to address sustainable staffing, structure, policy, training, and equipment needs of law enforcement personnel tasked with conducting complex criminal investigations, particularly in the area of corruption, transnational organized crime and human trafficking.
Assess and coordinate as required with other international law enforcement donor efforts.
Ability to exercise strict diplomacy relating to U.S. Embassy operations.
Ability to operate windows applications, including Microsoft Word, Excel, PowerPoint, and Outlook.
Additional Qualifications:
Experience in conducting and managing complex criminal investigations
Experience in planning, and delivery of diverse training to include criminal investigations, interviews and interrogations, surveillance techniques, and taskforce organization
Knowledge of prosecutorial-led investigation
Experience in project management and planning
Excellent drafting and presentation skills
Ability to conduct extensive internet research utilizing common internet-based search platforms.
Previous field/mission experience
Must have effective interpersonal communication skills
Knowledge of political developments in South-Eastern Europe
