The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
NRC began operations in Libya in 2017 and has continued to scale up its operational presence across the country. NRC Libya provides education, shelter/non-food item, water and sanitation, legal assistance and multi-purpose cash support to affected communities through areas offices in Tripoli and Benghazi. NRC Libya is also the hosting agency for the Libya INGO Forum.
Duties and ٌResponsibilities
**NRC Libya focal point for Health, Safety, Security and Access
Manage NRC Libya security and humanitarian access focal points
Further develop NRC’s Access strategy for Libya and ensure that it is updated and relevant
Identify training needs and conduct training for NRC Libya staff in line with the NRC Global HSS Management System
Support programme an support teams in outreach and networking, coordination of approaches, information sharing between teams and negotiations
Develop and review communication procedures and protocols
Advise the Country Director and other staff about security all security matters and contribute to an inclusive organizational culture rooted in security awareness and information flow
Produce assessments, projections and analyses related to power and stakeholder structures, conflict dynamics and important social, economic and political developments;
Act as NRC’s security focal point representative to the Libya INGO Forum and support the Forum and members in strengthening the access and security framework in Libya.
Qualifications
Minimum 3 years of experience from working as a senior HSS Manager in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Substantial and demonstrated prior experience as a trainer
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal.
Fluency in Arabic is a strong asset for this role
Valid driver’s license
