PAE is supporting the U.S. Department of Justice (DOJ) in providing specialized training, advisory and mentoring services to host nations under the Criminal Division’s International Criminal Investigative Training and Assistance Program (ICITAP).  https://www.justice.gov/criminal-icitap   ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  PAE is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs. 

Please Note: This is an Independent Contractor position with PAE, it should not be considered an employment relationship with PAE.

Duties and Responsibilities
The primary responsibilities for the Senior Law Enforcement Advisors will work with the Mission Advisor in the development and delivery of prepared lectures and field training for the first set of Police Training Officers (PTOs) that will operate in the new Armenian Patrol Police. The Senior LEA also will support the training of the trainer (TOT) program by monitoring the graduated basic instructors as they begin their own courses to prepare first-line patrol officers. The Senior SLE will work to resolve any issues as they should arise after the training. The LEA will review and develop training objectives, lesson plans, training materials, and instructional methods of the graduated instructors as part of their duties.

Required Qualifications:
The LEA should have 20 years experience in police patrol, investigation, post-training development and tactics.
Ability to prepare a written lesson plan and conduct effective instruction including the ability to speak to large and small groups, provide training in a safe manner, have command presence during training sessions, and correcting behavior to improve officers skills.
Demonstrated ability to work in a team environment and promote teamwork
Basic knowledge of adult learning principles, course development, classroom and practical instructional presentation methods, and methods for evaluating training effectiveness
Ability to immediately analyze, predict, and preclude situations to ensure training is conducted in a safe manner
Past experience working abroad and Armenian language skills are preferred.

Expected Period of Performance : Through July 2021
Expected Deployment Date: As soon as possible, given COVID
Planned Work Schedule (# days per month) – Approx. 11 fee days for 6 months
Work Location (City) – Yerevan, Armenia
Work Site (Embassy, DOJ Facility, Ministry, etc.) – Offsite Office to be rented by PAE
Any Additional Incentives (Danger Pay %, Post Differential %, Reduced Per Diem, etc.) - $3,000 reduced monthly per diem Travel expenses covered, including per diem (lodging and M&IE) Travel expenses covered, including per diem (lodging and M&IE)
