Chemonics seeks a security coordinator for the ongoing USAID projects: Institutional Strengthening for DEVIDA (FID) and Transparent Public Investment (TPI) in Peru. FID is one of USAID’s main mechanisms to strengthen the capacities of Peruvian institutions, including the National Commission for the Development and Life Without Drugs (DEVIDA), and TPI aims to improve public sector investment processes by strengthening Peru’s capacity to reduce corruption in public investment. This position will be based in Lima, Peru. The security coordinator will divide his/her time between both projects. Responsibilities include:
Provide leadership and strategic guidance to ensure safety and security for project personnel, resources, equipment, offices, and project information
Analyze risks, build links with stakeholders and partners
Develop materials and train personnel in their implementation, and share information on the local context and the standards for operating procedures
Manage and update emergency action plan, security policies, and project operating procedure standards, and implement procedures to operate safely
Report on incidents and the current security situation
Build and improve safety relationships with local contacts
Strengthen the safety skills and habits of project staff
Support implementation of local security requirements

Qualifications:
Master’s degree in a relevant field
Minimum of five or more years of experience in security and surveillance management, with a minimum of two years in security logistics of operations in Peru with multicultural teams
Experience in the implementation of Occupational Health and Safety Plans at Work
Knowledge of the context and security risks in Lima and in the regions where the project works (Aguaytía, Tingo María, and Mazamari, and surrounding areas, among others)
Demonstrated effectiveness in the implementation of security platforms for civil operations in rural areas, including experience in crisis management
Knowledge of electronic security (computer equipment, cell phones, data), and criteria when making recommendations that may impact personnel health and safety
Ability to organize leadership on security issues in national level projects and to liaise with the home office in crisis management cases
Peruvian citizen or residing in Peru
Verbal and written communication skills to prepare summaries, reports, lists, instructions, and other documents that are clear and precise
Demonstrated leadership, versatility, and integrity
fluency in English preferred
