SUMMARY
The Joint Intelligence and Security (JIS) Division, under the leadership of the Assistant Secretary General (ASG) for Intelligence and Security, comprises two principal pillars: Intelligence headed by the Deputy ASG for Intelligence; and the NATO Office of Security (NOS) headed by the Deputy ASG for Security (DASG-S) / Director NOS.
The NATO Office of Security (NOS) has a broad security remit. It is responsible for the overall coordination of NATO security among member Nations, NATO civil and military bodies as well as international organizations and partner countries with which NATO cooperates. It is also responsible for the security of the NATO Headquarters and its personnel in Brussels, for the protection of the Secretary General and for the security and safety of its personnel in and on missions abroad. The NOS comprises the Office of the Director, the Policy Oversight Branch (POB), the Protective Security Branch (PRB), the Security Intelligence Branch and the Close Protection Unit.
The Protective Security Branch’s mission is to ensure the security and safety of the NATO Headquarters, its people, infrastructure and information. In coordination with the Host Nation, it analyses threats and vulnerabilities, determines risks and takes action to minimize them. Its staff work in the following domains: access management; security regulations and infractions; physical security; technical and electrical security systems; fire, first aid and CBRN; emergency procedures; information assurance; security awareness and “special events” (high-level meetings at the NATO Headquarters, and in NATO member and Partner nations).
The incumbent works as part of a team carrying out security duties (in a shift system including nights, weekends and holidays) connected with the protection (personnel, infrastructure and information) of the NATO HQ in Brussels, or any other assigned location, armed or otherwise, as circumstances dictate. S/He works under the direct supervision of a C4 Senior Agent and C5 Inspector.



QUALIFICATIONS AND EXPERIENCE
ESSENTIAL

The incumbent must:
have a good general or vocational education at upper secondary level;
have at least 3 years’ experience as a member of a security or police force (military or civilian), national military or equivalent;
be experienced in the use of firearms and non-lethal use of force equipment and be able to pass regular (minimum annually) shooting tests (shooting standards in attachment);
possess good physical condition to enable him/her to intervene in emergency situations and be able to pass annual physical fitness tests (annual physical test standard attached) and annual medical tests (more detail under https://www.nato.int/nato_static_fl2014/assets/pdf/2020/5/pdf/HSF_CPFA_criteria_EN.pdf
be able to undertake theoretical and practical training covering subjects such as EOR (Explosive Ordnance Reconnaissance), tactical armed intervention, traffic control, and emergency communications as required by the management;
possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other;
be able to work in a shift system, outside of normal office hours, including weekends, holidays and nights, sometimes at short notice and be able to work overtime, and deploy abroad on mission as and when required.

DESIRABLE

The following would be considered an advantage:
ability to use Communications and Information Systems used in the security domain;
more than 3 years’ experience performing comparable duties;
a current first-aid certificate (recognized national standard);
have experience with complex security related exercises and training;
knowledge of EOR (Explosive Ordnance Reconnaissance) techniques;
knowledge of basic Chemical, Biological, Radiological and Nuclear (CBR/N) defensive measures (such as perimeter enforcement and basic detection and decontamination procedures);
understanding of armed tactical intervention procedures;
experience in the application of the graduated use of force, and legally binding rules of engagement;
experience working in a large and complex multi-national, multi-cultural organisation;
knowledge of an additional language of a NATO member Nation.
MAIN ACCOUNTABILITIES
Planning and Execution
Ensure the physical protection of the NATO HQ in Brussels, or any other assigned location, including access control, intervention, patrolling and monitoring the site. Use force and defensive weapons, in compliance with the applicable regulations. Undertake tasks relating to the general protection of VIPs during high level events within the NATO HQ. Implement the protection of infrastructure and classified material by conducting prescribed inspections. Ensure that NATO staff members follow the NATO security regulations. Execution of these tasks will be done while working in a shift system.

Stakeholder Management
Deal tactfully, politely and discreetly but firmly to ensure that the necessary security procedures are followed by all staff and visitors on-site.

Expertise Development
Follow in-house training programme as directed by the management, including physical training, weapon handling, rules of engagement, medical training (Basic Life Support) and tactical armed intervention training. Follow developments in new equipment, missions and techniques.

Information Management
Carry out administrative duties at various security checkpoints related to controlling the admission of persons and goods and in response to incidents or any other unexpected events having an impact upon security.
Perform any other related duty as assigned.
INTERRELATIONSHIPS
The Security Agent reports to a C4 Senior Agent, under the overall supervision of the C5 Inspector. S/He liaises closely with contractor’s security staff.

6. CONTRACT:
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years’ duration; possibility of an indefinite duration contract thereafter.

Contract clause applicable:
In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.

The NATO Office of Security (NOS) will hold a specific Question and Answer (Q&A) session to provide additional information to any prospective candidates for the HSF C3 Security Agent position. These sessions will be prior to the closing date of the advertisement. The sessions will be held via either SKYPE or Adobe Connect and there will be separate sessions in both French and English. The dates are as follows: French session @ 14:00 (Brussels time) on 16 June 2020, and English session @ 14:00 (Brussels time) on 18 June 2020.
