This post is located in the Security Section of the United Nations Assistance Mission for Iraq (UNAMI), Erbil. The security coordinator reports to the KR-I field security coordinator.

Responsibilities

Within the framework of the delegated powers, the security coordination officer will exercise the following functions:

• Assists the Senior Security Advisor (CPS) in the development of specific security risk assessments for the programs and activities of United Nations in countries and regions, or in the preparation of rapid threat and risk assessments.
• Evaluates and coordinates security information requirements, the collection, collation and dissemination of information on security threats to the CPS, designated officials and security management teams.
• Performs trend analysis, collects comprehensive information on all factors of insecurity and determines the relevance, validity and reliability of security information and its resources.
• Prepares the draft security plan for the designated mission, region or geographic area, including all aspects related to the development, development, implementation and updating of the plan.
• Maintains continuous lines of communication with security focal points and all other agencies in Iraq and other missions to ensure maximum security coordination.
• Assess current local security conditions, identify security trends and advise United Nations and program personnel on potential security issues, such as mines, IEDs, kidnappings, armed attacks , arrests and detentions.
• Maintains an ongoing assessment of air, land and sea evacuation routes and resources to use in an emergency and ensures the availability of assessable vehicles, aircraft, fuel and routes.
• Maintains office security by conducting physical security inspections of facilities, issuance of identity cards, if possible background checks and entry control.
• Provides advice and training to staff on residential security measures such as window protectors, alarm systems and locks to minimize burglary intrusion.
• Maintains dialogue with international authorities and institutions, such as the Red Cross / Red Crescent and INGOs in the event of a natural disaster.
• Ensures the availability of the emergency communication system by performing periodic checks to determine if the system is functioning properly and arranging for repairs or corrections.
• Investigation of accidents involving United Nations vehicles and prepare a report of findings.
• Investigation of security incidents involving United Nations and program personnel.
• Provides safety training on topics such as the safety management system, the responsibilities of area coordinators and guards, and personal safety awareness.

Skills

Professionalism: Excellent knowledge and understanding of methodologies for collecting, collating and analyzing information. Ability to develop research projects and carry out studies on practical security issues. Knowledge of security management combined with solid experience of military or other specialization in security and some political and social knowledge of the country of assignment. Ability to effectively manage the stressor when managing security. Ability to apply technical skills to understand and consolidate the various specializations such as electronics, communications, mechanics, explosives and other sophisticated devices encountered in the management of security systems. Training

A higher university degree (master's or equivalent such as higher command and qualification of personnel) in security management, information management or business administration, political / social sciences or international relations with an emphasis on the management of safety or related information is required. A first-level university degree (bachelor's degree or equivalent) in military, police or security information management with two additional years of relevant work experience may be accepted in place of a higher university degree.

Professional experience

A minimum of five years of experience at increasingly higher levels of responsibility in the military, police or security management is required.
At least five years of experience at a higher level in the management or control of security operations within a military, police or security organization is required.
At least two years of experience in managing multiple and diverse military, police or security units operating in a conflict or post-conflict environment is required.
At least one year of international experience and exposure is required.

Languages

English and French are the two working languages ​​of the secretariat of the United Nations. For the post which is the subject of this notice, fluency in English is essential. Knowledge of arable is desirable.

Assessment method

Assessment of qualified candidates may include an informal interview.
