Context:
Handicap International (HI) started its activities in Iraq in 1991.
The program currently implemented in Iraq includes three main components:
• Emergency response for Internally Displaced Persons and vulnerable host communities (rapid protection assessments, provision of physical rehabilitation and psychosocial support services).
• Mine Action component: risk education, victim assistance, non-technical survey and clearance operations
• Long-term development projects: support to civil society, access to services, awareness campaigns, community-based rehabilitation.
The current operations are implemented through direct intervention in the Kurdistan region (mine action project - clearance) and in Central Iraq (Ninewah, Kirkuk, Diyala Governorates) and through local partners in Anbar, Baghdad and Ninewah Governorates. HI has currently a country coordination office in Erbil, field offices in Mosul, Kirkuk, Kalar, Sinjar and Baghdad.
In Ninewa governorate, HI’s current activities include:
Direct risk education on ERW and IEDs for IDPs, returnees and vulnerable populations;
Physical Rehabilitation for conflict-affected persons with injuries and functional limitations in both the camps and host communities
Psychosocial support for conflict-affected persons and their families in both the camps and host communities;
Support to a local rehabilitation centre, through donations of equipment and consumables and through trainings;
Promotion of the inclusion of persons with disabilities in the humanitarian response;
Disability Inclusion mainstreaming amongst other actors
Support to civil society organization and disabled person organisation
In 2019, scoping missions will be conducted for clearance of improvised explosive devices (IEDs) and explosive remnants of wars (ERW)
DESCRIPTION :
General mission: under the management of the Country Director, the Field Coordinator manages Ninewa operations according to HI strategy and procedures, providing a response to HI’s population of concern.
The Field Coordinator Ninewa manages 5 people directly, in a global team of 4 international staff and 65 national staff.
Responsibilities:
Ensure HI external positioning at field level in the respect of HI mandate and values, of local cultural and legal rules
Ensure implementation and development of projects in your area, in line with HI global mandate and policies, as well as HI country strategic operational framework
Lead HI security policy development and management at field level
Plan, validate and follow up the expenses and the budget of the implemented projects using the financial tools set for this purpose in coordination with the Admin team on the base
Ensure, with the support of Logistics team, that HI procedures are implemented and respected regarding base & equipment management, procurement & stock management, transport & vehicle management
Ensure internal coordination and strict application and respect of the Internal Regulation & HR procedures by your staff
Lead the provision of regular reporting on HI activities in your area
PROFIL:
• You hold a Bachelor degree in Humanitarian Assistance or Development studies, Political Sciences, International Relations,. Middle Eastern Studies, or another relevant subject is a strong asset.
• You have at least 5 years of professional experience and 2 years of professional experience in humanitarian contexts as Field Coordinator
• You are a senior manager with an effective communication
• You have analytical and problem solving skills
• You are able to work in a multicultural environment and in a multidisciplinary teamwork.
• You are able to work in a tense context with strict security measures
• You have strong writing and reporting skills
• You speak and write English. Knowledge of Arabic (Levantine dialect, oral and written) is a very strong asset.
LANGUAGE(S): English
SPECIFICS :
• Security: Insecurity in Ninewa mainly due to criminal activity, presence of multiple armed groups and access restrictions.
• Isolation: restricted movements, movements on foot very limited and curfew for expats is in place at 6pm, limited amount of places are pre-validated (other INGOs compounds, few restaurants), two weekends spent in Mosul on three. Security is slowly improving, a revision of security measures could be envisioned in the future. Travel: Trips to program activities allowed prior security approval by security manager. Phone and GPS tracking procedures in place for all the movements.
• Living conditions: Individual room in relatively safe compounds.
Limited access to shops close to the compound
• Social life: few international organizations are present in Mosul: ICRC, MSF …
CONDITIONS:
• Starting date : 02/12/2019
• Length of the contract: 12 months
• Salary from 2757 € gross/month regarding the experience of the candidate
• Perdiem : 510,57€ net/month
• Hardship allowance : 500€ net/month
• Insurances : medical hearth coverage, retirement planning, repatriation
• Paid holiday : 25 days per year
• R&R : 5 days every 3 months
• Status : position unaccompanied
• Housing : Collective / individual taken in charge by HI
