Position purpose:
The Roving Safety and Security Advisor (RSSA) will report to the Director of International Safety and Security and will support the five Regional Safety and Security Advisors. S/he will primarily travel to the West Africa region, with some travel to other regions, to provide training and safety and security management support. S/he will design and deliver contextualized safety and security trainings for a variety of IRC offices to help build a strong safety and security culture at the IRC. The Roving S&S Advisor will also partner with country leadership to operationalize the new Safety and Security Policy, Principles and Standards and to maintain up-to-date office security management plans. S/he will engage in context analyses and support principled humanitarian access strategies. The Roving S&S Advisor position is a largely autonomous and requires a self-starter approach.
Length of Assignment: 6 months, plus benefits, potential to extend
Language: Fluency in both English and French is mandatory
Specific Responsibilities:
Training, Learning and Knowledge Sharing (Up to 70% of time)
• Support the roll out of IPD Humanitarian Security strategy, associated policies, framework, tools and processes through training and participatory workshops
• Assist country program offices in arranging and delivering ad hoc security training workshops relevant to their context
• Partner with the Regional Gender Equality to ensure that trainings and workshop are gender inclusive and sensitive
• Support country and field offices with tools and templates for field security orientations and ensure that IRC security information is up-to-date and utilized
• Work with DISS and other regions to ensure consistency in the development and use of materials and trainings
• Keep up-to-date with developments in humanitarian access and negotiation along with security issues in humanitarian aid and incorporate key components into the training curriculum
• Support the implementation of training and capacity building materials for remote management use and/or delivery
• Identify all transferable and/or relevant content to implementing partners and build into tailored and specific training modules and support implementation.
• Capacitate Safety and Security Leads/ Humanitarian Access, Safety and Security Focal Persons (SSFPs) in the selected Country Offices on the delivery of training sessions
• Measure the effectiveness and impact of the trainings and capacity building delivered
Safety and Security Management:
• Provide input, including risk analysis and recommendations, to country teams on strategic, operational, programmatic and cross-cutting risks during and following deployments
• Support risk identification and mitigation actions at the country and field levels
• Advise and instruct Country Programs, Senior Management Teams, and regional management on safety and security risk management and mitigation measures
• Assist in developing and maintaining a structured Humanitarian Security Management culture within the organization where safety and security risk is considered in the decision making process and the everyday working situations of all managers and staff members.
• Manage safety and security risks with best practices in accordance with the HQ guidance and international standards.
• Support country team with their initial self-assessment against IPD S&S standards and requirements and the definition of associated priorities, objectives and action plan (SAT tool)
Humanitarian Access:
• Working with HQ, regional and country leadership teams, supporting the establishment of principled and secure humanitarian access to enable durable programming
• Assist in the continued development of humanitarian access teams and activities
• Contribute in reviewing and implementing guidelines for principled humanitarian access and engagement with non-state actors, using standard IRC policies and guidance
• Oversee and advise on the implementation and review of tailored acceptance and community engagement strategies
Liaison and Networking:
• Maintain a regional network of IRC security focal points and provide required support, mentoring and coaching.
• Develop and maintain a network of external S&S professional contacts and counterparts.
Qualifications
Education:
Relevant bachelor’s degree in Security Management, Risk Management, Strategic Studies, International Relations or Emergency Management or any other relevant Humanitarian action related discipline.
Experience:
• Minimum 5 years of non-profit or NGO work experience; including, at least 3 years of managerial experience in international humanitarian security, humanitarian assistance programs, with demonstrated capabilities in planning, organizing and executing Humanitarian security management
• Demonstrated experience in West Africa is mandatory
• Previous experience in safety and security or humanitarian operations management in high-risk or complex settings
• Experience in facilitating the learning of others and supporting training initiatives
• Experience in crisis and critical incident management for INGOs
Skills:
• Demonstrates understanding of the regional context
• Fluency in French and English is mandatory
