1. INTRODUCTION OF POST
The current project seeks to address the risk of individuals with sexual interest in children, and
background of sexual offending, utilizing NGO’s and aid networks in order to gain access to potential
victims. The project will be focused around the African and Asian regions, studying the current state,
and identifying appropriate mechanisms and capabilities which would allow organizations better
screening and review of staff – thus better protecting both potential victims, and the organizations
themselves.
The officer will conduct assessment and support the different actors participating in the project,
government and Aid Sector organizations, in the implementation of solutions to enable information
sharing, offender management, ability to detect individuals with sex offending background and
individuals committing child sexual abuse crimes facilitated by their employment in the aid Sector.
The officer will assist with analysis of cases, and provide operational support to the Law Enforcement
Agencies.
The officer will be integrated in INTERPOL's specialized Crimes against Children (CAC) Unit, and may be requested to contribute to the unit’s work, at their duty station, in the countries of project’ scope, or elsewhere.
2. PRIMARY DUTIES
DUTY NO. 1 – Regional Assessment
The Criminal Intelligence officer will identify the countries within their region of assignment mostly
affected by the issue of sex offenders penetrating the aid sector.
The officer will be responsible for carrying out an evaluation regarding sex offender management
capabilities and mechanisms in LEA and government of countries within their region of assignment, as instructed.
The officer will identify the type of capacity building activities, procedures and tools which could
benefit law enforcement for background checks, offender management and recording.
The officer will produce reports on the results of these activities in order to design the next phases of
the project.
The officer will engage with the relevant countries promoting and assuring their buy-in to the project
and consent to engage in it as pilot countries.
DUTY NO. 2 – Aid Sector Support
The officer will be responsible for carrying out an evaluation on recruitment and screening of
employees and volunteers, within aid sector, of countries within their region of assignment, as
instructed.
The officer will support the Aid Sector organizations, in the definition of solutions to enable
information sharing, ability to prevent employment of individuals with sex offending background and
detection of individuals committing child sexual abuse crimes facilitated by their presence within the
Aid Sector.
The officer will produce reports on these activities in order to design the next phases of the project.
DUTY NO. 3 – Analysis and Operational Support
The Officer will identify relevant sources of intelligence information on sex offenders in the countries
of assignment and assist in establishing and implementing data exchange agreement with INTERPOL.
The Officer will analyze available and relevant data, potentially searching for Open Source intelligence
in order to produce Criminal Intelligence Package referred to concerned member countries.
The officer will provide support in the operations targeting sex offenders, as required by member
countries.
DUTY NO. 4 – Contribute to Crimes against Children Team’s Work, Promotion of Interpol Capabilities and Support to States
The officer will promote relevant INTERPOL Policing Capabilities, as well as assist member states and regional organizations with the implementation of existing and future INTERPOL services and tools.
The officer will perform any other duties as required by the hierarchy.
