Manage the security program for multiple Fluor locations supporting Intelligence Community projects in Northern Virginia, as well as other CONUS and OCONUS sites. Position responsibilities include management and direction of the security program, as well as oversight of security requirements across the enterprise. Duties include the following:
Security management and oversight of classified projects in accordance with Intelligence Community Directives, Security Executive Agent Directives, and the National Industrial Security Program as appropriate;
Creates, executes and monitors security policies and procedures to safeguard national security information, processes and products.
Develops and implements procedures relating personnel security processing, as well as access control procedures, visitor access certifications and badging.
Maintains personnel security clearance records for employees and consultants working with available USG databases, such as Scattered Castles and Joint Personnel Adjudication System (JPAS) if appropriate;
Processes employee security clearance and access requests with clients;
Assists personnel in preparing and submitting security processing (SF86) paperwork;
Principal point of contact to US government Security Representatives for the full range of security issues;
Advises project management of Federal security regulations and procedures;
Manages the Security Education Training and Awareness Program: develop and implement an Insider Threat Program, conduct indoctrinations, debriefings, annual refresher training, foreign travel, cyber security and special access briefings.
Works with Contracts and Operations to ensure compliance with contract / subcontract security requirements. Issues classification guidance to subcontractors;
Prepares and implements operations security (OPSEC) briefings and awareness programs;
Maintains security documentation and files in accordance with Client requirements;
Conducts security incident investigations, coordinates findings with the Client point of contact, and makes recommendations on corrective actions.
Manages document control including in-/out-processing of sensitive material and preparation of document transmittals and packaging. Issues courier authorizations

Must be authorized to work in the country where the position is located and be able to interview on site.
Basic Job Requirements
Accredited four (4) year degree or equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed.
Minimum of eight (8) years of as a program security officer or customer security officer.
Minimum of five (5) years of operating in or managing secure programs.
Experience workin
g with or supporting Intelligence Community clients;

Other Job Requirements
Experience using: Intelligence Community databases, including Scattered Castles.
Thorough knowledge and understanding of Director of National Intelligence (DNI) security policies and regulations, Intelligence Community Directives, Security Executive Agent Directives and the National Industrial Security Program Operating Manual (NISPOM);
Knowledge of current security vulnerabilities and threats;
Experience in development and implementation of security education, training and awareness programs, including Insider Threat Programs;
Ability to collaborate with all levels of corporate and government personnel;
Excellent written and oral communication, as well as excellent interpersonal skills. Experience interfacing with Government customers and executive management;
Strong organizational skills. Must be a self-motivated, detail-oriented, dedicated, and well-organized security professional able to work and make decisions independently;
Functional experience supporting security disciplines, including document control, visit certifications, personnel security processing, SCI and security processes and procedures;
Must possess a clearance at the TS/SCI access level, and have favorably completed a government-issued polygraph
Preferred Qualifications
Accredited four (4) year degree or global equivalent in applicable field of study
Preferred three plus (3+) years of Security Management experience
Experience with Industrial Security inspections and compliance.
A working knowledge of technical and information security programs is a plus,
Physical security experience building and accrediting closed areas and SCIFs;
