Job Summary
The Bureau of Diplomatic Security (DS) is the security and law enforcement arm of the U.S. Department of State (the Department). DS is a world leader in international investigations, threat analysis, cyber security, counterterrorism, security technology, and protection of people, property, and information. Its primary mission is to provide a safe and secure environment for the conduct of U.S. foreign policy. The Office of Security Technology (ST) supports the DS mission through the application and use of appropriate technical security countermeasures.
The Countermeasures Program (CMP) and Security Technology Operations (STO) divisions are operational components within ST. CMP is primarily responsible for worldwide technical countermeasures policy for the Department. Countermeasures policies enforce the protection of sensitive and classified information. CMP also manages the overseas technical surveillance countermeasures (TSCM) program.
Key Accountabilities
Responsible for leading efforts to research, evaluate and determine the impact of technology on established security practices.
Report as the principle SCI technical security advisor recommending appropriate countermeasures to accommodate changing technologies.
Advise working groups governing mitigation strategies pertaining specifically to collateral information protection and advise top-level agency security managers and program officials on the potential impact of technologies on the ability to protect people, facilities and information.
Participate on Department and interagency policy development working groups, including the Committee on National Security Systems (CNSS); the National Institute of Standards and Technology (NIST); and the Overseas Security Policy Board (OSPB).
Advise representatives to the Office of Security Technology (ST) during the review and generation of Department of State (DoS) policy, Foreign Affairs Manuals (FAM), and Foreign Affairs Handbooks (FAH) material that relates to ST.
Responsible for representing ST as a subject matter expert in the Countermeasures Programs Division on technical security exceptions, requests for technical guidance on and the interpretation of countermeasures-related policies and standards.
Knowledge and Skills
Must have specific knowledge of the Department of State organizational structure, including Diplomatic Security, Information Resource Management, Overseas Building Operations, and the geographic bureaus.
Must have specific knowledge of SCI Security, Policy Implementation, Access Control, and Facility Accreditation & Certification.
Must have the ability to understand and explain intelligence community standards, Overseas Policy Board (OSPB) technical and physical security standards and agency regulations.
Must be able to interact with groups and individuals outside own organization and/or agency and be able to participate in interagency working groups.
Must be able to communicate to coworkers and senior managers in written, electronic, and verbal formats and have strong technical and report writing skills.
Must be proficient working with Microsoft’s Suite of products including Word, Excel, Access and Outlook.
Must have excellent interpersonal skills and the ability to work as a member of a team.
Must be able to multi-task efficiently, work in a fast-paced environment on multiple projects and have a strong attention for detail.
Experience and Education
Bachelor’s degree or higher in security studies, management studies, or related fields from an accredited college or university required.
Five or more years serving in senior official intelligence community security authority required.
Physical Requirements and Work Environment
Normal office environment.
Travel
CONUS and OCONUS travel may be required for program coordination. Accordingly, a valid passport is required.
Travel may be required approximately 10% of the time.
