SECURITY CLEARANCE: Moderate Risk Public Trust (MPRT) Certification; this will be initiated upon successful DoS selection

PERIOD OF PERFORMANCE: One (1) Year from the Date of Assignment with the potential for Three (3) follow-on Option Years.

LEVEL OF EFFORT:  Hours for this full-time position will be the core hours of U.S. Embassy San Jose: Monday through Friday, 40 hours per week, 8 hours per day.

TRAVEL: Travel is anticipated and required for this position. The BMT will be traveling to San Jose, Costa Rica, as well as other locations throughout Costa Rica and border areas on a recurring basis.

BACKGROUND
The US Department of State’s (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL), has program authority derived from the Foreign Assistance Act of 1961, as amended (FAA).  Under the FAA, INL is responsible for providing assistance to host governments to develop and implement effective counter narcotics, anticrime, and border control programs.

RELATIONSHIP
The Maritime Boat Maintenance Technician (BMT) will report to Celestar. The BMT works most closely with the US Embassy INL/Costa Rica Maritime Advisor, INL Contracting Officer (CO), and Contracting Officer’s Representative (COR).  The BMT shall maintain open, timely, and effective communications with the INL/Costa Rica Team Leader and, as appropriate, with the INL/WHP Director on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
The BMT will keep the INL Section informed of his/her activities through a Travel/Engagement Form and report on all travel activities in the Quarterly Report.


OVERVIEW 
The INL BMT position will assist in the implementation of the United States Government and the Government of Cost Rica (GoCR) Maritime Counterdrug Bilateral Agreement and the U.S. government and GOCR Border and Security program as defined in Letters of Agreement and Amendments.  The BMT will provide technical boat maintenance expertise, technical assistance, and training on behalf of INL in support of host-nation efforts to improve operational and managerial capability of the GoCR Coast Guard (SNGC), and to enable the patrol boat engineers to maintain safe operational status of the assigned watercraft.  The BMT will provide technical advice and support to the INL Director, and the INL Maritime Advisor in areas of maintenance and sustainability of the three 110’ cutters recently transferred from the USG to the Costa Rican Coast Guard.  The incumbent will provide advice on repairs, ordering spare parts, and supplies, arrange/manage civilian and military engineering mobile training/maintenance teams’ visits.  The Maritime Security BMT will work closely with officials from US Navy/Coast Guard, (SNGC), as well as with key representatives of maritime institutions from the region.

DUTIES AND RESPONSIBILITIES

Assist with scheduled maintenance inspections on SNGC Maritime Assets in accordance with the Original Equipment Manufacturers (OEM) requirement on all marine systems including the electrical power generation and distribution system, propulsion machinery, all auxiliary systems, water tight fittings and structural integrity and preservation requirements.
Assist with unscheduled maintenance on marine systems, not limited to those listed above, including while vessel is at dock side or in dry dock repair required to maintain the cutter in seaworthy condition in accordance with OEM and USCG specifications.
Assist in quality-control/assurance inspections to include progress reports as required.
Maintain proper documentation of all scheduled and unscheduled maintenance tasks, and trend monitoring.
Maintain the vessels technical publication and engineering drawing library.
Ensure the availability of required parts and bench stock in accordance with established Department of State (DOS) procurement procedures and local importation and customs requirements.
Assist the SNGC to maintain an on-hand parts inventory and order replacements and time-change components as required to meet operational requirements and OEM recommended on-hand reoccurring maintenance parts and consumables.
Assist the SNGC to maintain organization and calibration of all special tools, and maintenance of all support equipment.
Provide technical advice to the INL and SNGC Directors on maintaining the safe, operational status of all U.S. government-donated and SNGC-purchased patrol vessels.
Provide technical advice/support through INL-Costa Rica to the SNGC to enable the patrol boat engineers to maintain safe operational status of the patrol and small boats.  Provide advice on repairs, ordering spare parts, and supplies.
Assist in the oversight and management of the dry dock periods of U.S. donated patrol vessels in Costa Rica and supervise funded contracts for dry dock periods and pier-side overhauls.
Provide advice and assistance in the preparation of procurement documentation for technical services, training, and commodities as well as monitoring procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of procured items for INL Director’s approval.

MINIMUM QUALIFICATIONS

U.S. Citizenship 
Ten (10) Years of documented boat maintenance experience.
Five (5) Years of demonstrated experience in maintaining C-class Island Class cutters, Two (2) Years of which as Engineering Petty Officer assigned to a 110’ Island Class cutter
Proficiency in Microsoft Office Suite. 
Superior interpersonal skills when working with senior level management.
Superior English communications skills both oral and written.
A demonstrated ability to work with limited supervision.
Advanced professional proficiency in the Spanish language, spoken and written.
Demonstrated ability to lift 40 pounds (18 kgs) to shoulder height; Must be able to climb maintenance stands and ladders.

PREFERRED QUALIFICATIONS

Demonstrated experience working or coordinating with other relevant US government agencies (e.g., Department of Defense, DEA, CBP, USAID) and/or international organizations.
