BACKGROUND
The US Department of State’s (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL), has program authority derived from the Foreign Assistance Act of 1961, as amended (FAA).  Under the FAA, INL is responsible for providing assistance to host governments to develop and implement effective counter narcotics, anticrime, and border control programs.
The International Narcotics and Law Enforcement Section (INL/CR) of the US Embassy San Jose, Costa Rica and the INL Western Hemisphere Programs (INL/WHP) office jointly is responsible for the administration of projects and INL funds.  INL/CR and INL/WHP (hereinafter INL) work closely with US law enforcement agencies to ensure that Costa Rica has the training and tools needed to combat illicit drug traffic and transnational organized crime.  INL also works directly with various USG agencies, such as the Department of Justice, as well as with various Government of Costa Rica (GOCR) institutions including the Public Ministry, the Secretariat of Security and its various specialized police units, Ministry of Health, and the Ministry of Education.


LOCATION AND TRAVEL
The physical work location is located in San Jose, Costa Rica. Travel is anticipated and required with frequent trips to the National Police Academy site in Guapiles, regular trips to the Tactical Training center in Guanacaste, and other areas of Costa Rica.


RELATIONSHIP
The Advisor will report to Celestar. The Advisor works most closely with the US Embassy INL/Costa Rica Director, INL/CR Coordinator, INL/CR PSC Police Advisor, the Contracting Officer (CO), and Contracting Officer’s Representative (COR). The Advisor shall maintain open, timely and effective communications with the INL/Costa Rica Director, Coordinator, and Police Advisor on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.


LEVEL OF EFFORT 
Hours for this full-time position will be the core hours of the US Embassy in San Jose, Costa Rica: Monday through Friday, 40 hours per week, 8 hours per year.


POSITION OVERVIEW
The Advisor will serve in Costa Rica as the subject matter expert for training evaluation and mentoring in support of host-nation efforts to establish a national Law Enforcement Training Center, expanding the current National Police Academy to achieve an accredited multi-service training institution.  The Advisor will help establish the required operations and curriculum to achieve this transition.


The Advisor will provide expertise and assistance to the Ministry of Security, the Police Academy Director, and INL/CR in the continued transition of the Costa Rican Police Academy to a broader Law Enforcement and Investigations School.  The National Law Enforcement Center will expand to provide all basic, specialized, and continuing education for the national police and border police; basic and some specialized training to the Coast Guard, Park Service, municipal police forces, as well as specialized training to the migration police, counter-drug police, penitentiary police, and special investigative police (OIJ).  The Advisor will provide technical law enforcement expertise, technical assistance, and training on behalf of INL in support of host-nation efforts to improve Academy operations and curriculum. The end goal of the Advisor is to establish a true multi-service National Law Enforcement Training Center (NLETC).


DUTIES AND RESPONSIBILITIES

Provide expertise and assistance to the GOCR and INL/CR in the transition of the GOCR Police Academy to a more expansive Law Enforcement Academy that incorporates SIMEP investigative curriculum. 
Enlist the cooperation of GOCR entities, Colombian Police Advisors, and other interested donating parties to work closely with the program. 
Provide technical assistance and expertise to the GOCR-Ministry of Security and INL/CR in the operation, and continued development of the Police Academy transition to a more inclusive Law Enforcement Academy. 
Work with the Fureza Publica and the Ministry on course design and NLETC administration. 
Provide advice and assistance in the preparation of procurement documentation for technical services, training, and commodities as well as monitoring procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of procured items.
Work with the INL personnel to prepare monthly and annual progress reports regarding establishing the NLETC.
Prepare and maintain an annual implementation plan.
Suggests avenues for mid-course correction if a program is not achieving its goals.
Attend meetings with U.S. and host-government officials as requested, including the regional working group meetings.
Keep the INL Director, Deputy Director, INL/CR Police Advisor, and INL Coordinator, and other U.S. personnel, as appropriate, informed and briefed on all matters relating to the Academy.
Work directly with the INL Costa Rica Director, Police Advisor, and Coordinator, to strengthen areas presently being worked on by INL Costa Rica (SIMEP Institutionalization and Police Academy Reform) as well as any other area thought to be important by the INL Director (Costa Rica). 
Assist in the coordination of program development, implementation and reporting with other Costa Rican entities, INL advisors, and other advisors or contractors working for the INL program in Costa Rica and as appropriate, throughout the region.

MINIMUM QUALIFICATIONS

US Citizen, Third Country National (TCN) or Local National (LN)
A Bachelor’s Degree in a related field from an accredited institution.
Fifteen (15) Years of demonstrated experience in law enforcement and oversight agency organizational development, planning, and/or training.
Five (5) Years of demonstrated experience related to management of a law enforcement academy or training facility that included strategic planning, resource management, budgeting, oversight and evaluation and active management of law enforcement, judicial or prosecutorial operations.
Seven (7) Years of demonstrated experience in law enforcement or security programs aimed at achieving INL objectives.
Experience in managing program resources.
Very good English verbal and written skills.
Prior demonstrated ability to work independently on projects and issues within overall policy guidelines.
Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives; as well as with local community members and groups.
Superior Spanish language communications skills.
Demonstrated proficiency in Microsoft Office Suite.

PREFERRED QUALIFICATIONS

Previous experience establishing or helping expand a multi-service law enforcement academy
Experience working and/or coordinating with other relevant U.S. government agencies and host nation entities.
Experience working as a law enforcement advisor with non-U.S. law enforcement agencies.
Experience working in police academies or training facilities in Latin America.
