BACKGROUND
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international criminal justice issues for the U.S. Department of State (DOS). INL’s Office of Africa and the Middle East (INL/AME) provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues as they relate to rule of law and police reform activities in the Democratic Republic of the Congo (DRC). The U.S. Government’s (USG) goal for police reform in the DRC is to strengthen the Congolese National Police (PNC) and the rule of law to ensure citizen security
OVERVIEW
As the International Narcotics and Law Enforcement Affairs (INL) Senior Police Advisor (SPA) at the U.S. Embassy Kinshasa, the incumbent assists the INL Director by advising, monitoring, and managing training and other INL projects in the DRC. The SPA is responsible for assisting the INL Director in monitoring, advising, and collaborating with INL project coordinators and other personnel working for INL’s implementers in the DRC, including the International Office of Migration (IOM), Physicians for Human Rights (PHR), the American Bar Association – Rule of Law Initiative (ABA-ROLI), and others, with the design and implementation of programs designed to improve the institutional capacity and professionalization of the DRC’s criminal justice institutions. The position would also require close coordination with the PNC at both the executive and mid-level leadership level and mentoring of entry-level officers involved in the community policing (police de proximitĂ©) program. The primary responsibility of this third party contractor is to coordinate with the Kinshasa-based INL Director, the INL Program Officer and Africa team, INL implementing partners, the PNC, other DRC Law Enforcement agencies (e.g. General Direction for Migration – DGM, and the Congolese Office of Controls - OCC), on the development and implementation of basic and advanced training, community policing, capacity building efforts, and related equipment provided that improve the capabilities and professionalism of the Congolese law enforcement forces. The SPA also provides mentoring and advisory services on INL supported projects, and works closely with INL implementers and the beneficiaries of the programs to ensure high quality law enforcement instruction, mentoring, and technical assistance. Additionally the SPA will advise on wide-ranging policy and technical law enforcement matters relative to U.S. contributions and participation in police development programs and civilian public security / police operations.
DUTIES AND RESPONSIBILITIES
Assess/Advise
Participate in the continual analysis and evaluation of Congolese law enforcement institutions to include assessments of the organizational and operational capacities of the various elements of the PNC and other related law enforcement agencies. Provide expert advice on public security issues in the DRC to the INL Director, their designee, the Ambassador/ChargĂ© d’Affaires, and other relevant Embassy officers, and INL’s Washington, DC program office. Analysis and evaluation will cover the PNC at the national and provincial level, as well as specific municipal forces and PNC sub-divisions, such as the Judicial, Border, Mining, and Lake Police units, and other law enforcement entities, such as DGM, and Customs. The assessments will include operational effectiveness, leadership, training, outreach to civil society (e.g. community policing), mobility, communications, and equipment. The incumbent will also visit, review, and analyze the capabilities of PNC police academies and training facilities that work with INL Kinshasa-supported projects and advise the INL Director on projects, polices, and events to pursue to increase efficiency and productivity of the provincial academies and training facilities.
Provide advice and technical assistance to the PNC officers, PNC academy, and training facility directors, and other law enforcement officers, as requested, in improving operations, investigations, police administration, resource management, internal discipline procedures, and overall efforts at modernizing.
Maintain Political Liaison
Under the direction of the INL Director, coordinates with the Embassy’s Regional Security Office (RSO), USAID, Department of Defense, and other U.S. law enforcement agencies, as well as other international donors (e.g. DFID, EU Delegation, GIZ, JIC and UNPOL) to coordinate activities and avoid repetition in order to ensure a coherent approach to criminal justice sector assistance in international law enforcement programs.
Program Planning, Development, and Execution
Plan and develop training programs in accordance with U.S. Embassy and U.S. Department of State goals and objectives; work with implementers to improve implementation, while monitoring and reporting on significant developments; evaluate project results; and, as necessary make mid-course adjustments, and when complete, aid in monitoring and evaluation as part of program close out procedures.
Assist with INL and Post’s programming related to security for the 2016 elections. Assess police units and security forces’ roles and responsibilities for maintaining security and order during the elections, with an emphasis on the PNC’s proper use of force and adherence to the rules of engagement.
Coordinate closely with INL implementers, USAID, the PNC’s Coordination Committee for Police Reform (CSRP), the PNC’s specialized reform coordinating committees (CAMOs), and other international donors to implement regional programs of specialized basic and advanced training courses to develop the capacity of PNC and other law enforcement forces in basic policing and advanced investigative techniques. The courses could include standardized police training in ethics, professionalism, human rights, and community policing, courses which are guided by the INL Kinshasa’s country strategy for extending capacity building and professionalization for law enforcement entities.
Work with INL Director to provide technical assistance to INL implementing partners and Congolese law enforcement officers to improve national and provincial standardized training courses for PNC and other law enforcement personnel, ensuring that the courses are approved by the PNC national office for training and development, and by the CSRP.
Provide feedback to INL Director to improve training and technical assistance projects.
Program, Contracting and Budget Planning
Provide strategic planning and process development guidance to the INL Director on all phases of project execution from development though implementation, including planning, scheduling, budgeting, monitoring, and coordination.
Identify logistical support requirements; provide advice and assistance in preparation of documentation for procurement of technical services, training and commodities, and the monitoring of procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery procured to support INL Kinshasa projects in the DRC.
Under the direction of the INL Director, review and advise on budget plans for the INL projects in the DRC, ensuring that projects match the policies and objectives of the INL’s and DRC’s strategies.
Integration of Complementary Programs
Work with the U.S., international, NGO, and Congolese institutions and agencies to advise the full integration of training and law enforcement development efforts with parallel efforts to create new internal control systems, civil society outreach, rule of law, and a culture of lawfulness.
End Use Monitoring
Ensure U.S. Government-provided commodities are effectively utilized and actively prevent fraud, corruption, waste, or mismanagement of projects though continuous oversight and end use monitoring at all sites.
Working and Supervisory Responsibilities
As directed by the INL Director, assist with management of large projects to achieve INL Kinshasa objectives.
As directed by the INL Director, review and advise INL implementing partners supported by the projects.
Briefing and Reporting
Prepare, coordinate, and ensure the timely issuance of one-time and periodic reports on INL-supported projects to include the impact of legislation and the political environment on state and local force development. Prepare periodic status reports, budget reports, and program reviews. Track progress of training in achieving larger INL Kinshasa goals.
Assist in escorting and arranging appropriate itineraries for official travelers.
Under the direction of the INL Director, brief Department, Congressional, Staff Delegations and other selected international dignitaries on the U.S. and host government criminal justice projects as they pertain to INL Kinshasa projects. Attend Embassy security sector reform related meetings, brief the INL Director, and other appropriate Embassy members and report on major issues involving the PNC, including but not limited to, the status of police training reform, police-community relations, violent crime reduction, and other rule of law efforts.
Security of Training Teams and Personnel
Advise the INL Kinshasa Director and the RSO on matters related to personnel and physical security at all project locations and personnel operating in support of the INL Kinshasa projects. Coordinate with other embassy units and host country agencies to assess threat levels at project sites, develop threat reduction measures and implement appropriate security plans to project personnel and equipment.
In coordination with the RSO, prepare and update security instructions, operational plans and procedures for incoming trainers. Conduct site surveys and develop site emergency evacuation plans based on threat assessments for training areas and ensure all official personnel in the area of training are aware of such instructions plans and procedures.
Maintain points of contact with DRC police, military units, and local authorities in training areas to assist in the development of security plans and developing threat assessments.
Other Duties
Conduct other duties and responsibilities as dictated by the INL Kinshasa Director, or INL’s Washington DC Program Office.
MINIMUM QUALIFICATIONS
Bachelor or higher, preferably in Criminal Justice.
Foreign Language: Must have French language capability at or above the Foreign Service Institute’s defined 3/3 level as the incumbent will be routinely working in a French language only environment.
Computer Skills: Basic word processing, Excel and spreadsheet programs.
Over Twenty-Two (22) Years of professional level work experience in the area of law enforcement operations, management, and/or training.
Proven track record of implementing law enforcement programs/initiatives in the DRC; career path will have included jobs with increasing scope and responsibilities at the executive or managerial level.
A minimum of One (1) Year of experience working overseas in a post conflict or reconstruction program.
A minimum of Three (3) Years in managing law enforcement officials, ensuring sustainability of projects through provision of appropriate training, technical assistance, and mentoring, and a displayed ability to integrate competing needs of U.S., international, and Congolese law enforcement, development, and security agencies.
A minimum of Five (5) Years of experience in leading and managing police operations or training in the United States, Canada, Europe, or overseas.
The Senior Police Advisor will utilize European (preferably Belgian or French) law enforcement experience and knowledge about the civil law system towards analysis and program evaluation in all areas of municipal, state and federal law enforcement.
Must have experience in writing training plans, statements of works, standard operating procedures, and detailed instructions.
Must be comfortable speaking publicly and will prepare and provide briefings in English and French.
PREFERRED QUALIFICATIONS
Experience in curriculum development and training
Experience working with European and other international criminal justice assistance missions, programs, and implementers.
Extensive experience managing and/or directing programs in police assistance
International experience with training police officers in Africa.
