In order to support the peacekeeping Explosive Ordnance Disposal companies and infantry battalions operating in Mali within the United Nations Multidimensional Integrated Stabilisation Mission in Mali (MINUSMA), UNMAS Programme in Mali has delivered a fleet of armored vehicles featured to better resist the impact of mines and Improvised Explosive Devices strikes. UNMAS Programme in Mali is also responsible to maintain this fleet to include the provision of spare parts and maintenance services.
Functional responsibilities:
On behalf of Support to MINUSMA Project and under the overall management of the UNMAS Chief of Operations, the Fleet Manager will supervise and manage the condition of the fleet of armoured vehicles and performance of the contracted maintenance services provider. The incumbent will interact directly with the maintenance contractor, stakeholders and end users, to ensure preventative maintenance, servicing and repairs of the UNMAS Mali fleet are optimised, providing maximum operational availability within mission and budget constraints. The candidate will be required to travel to other field locations where maintenance contractors and UNMAS supported TCCs operate, including but not limited to Gao, Kidal, Timbuktu and Tessalit.
Summary of Key Functions:
· Coordinate contractor maintenance and repair operations;
· Monitor contractor output delivery and compliance;
· In close coordination with Support Services, provide oversight and management of parts/consumables stocks, planned procurement budgets and vehicle life cycles;
· Provide feedback to the Project Manager and Chief of Operations on the fleet operational status.
· Provide feedback to the Project Manager and Chief of Operations on performance, maintenance contractor outputs.
· Provide technical feedback on product performance including design/warranty shortfalls and integration or removal of ancillary systems and equipment.
· Develop policies and procedures for vehicle fleet management as required.
Responsibilities include but are not limited to the following:
· Develop and implement ongoing and effective preventive maintenance and repair plans for the UNMAS fleet, ensuring all works are provided correctly and in a timely manner.
· Regularly assess the maintenance providers contractor compliance in all areas, including but not limited to; provision of facilities, environmental controls, safety management, adequacy of supplied equipment, staff, workshop documentation and quality of the service.
· Oversee contractor’s provision and maintenance of a central electronic record, ensuring it contains accurate records of all fleet repairs and servicing, including use of consumables and parts.
· Establish and maintain a quality assurance process, focused on improving fleet maintenance management, vehicle availability and cost efficiency.
· Assist the contractor with assessment of maintenance demand priorities and servicing schedules.
· Compile information supplied by the contractor, and conduct vehicle or systems inspections, providing diagnostic and analysis reports when required.
· Provide technical assistance on integration and/or removal of vehicle equipment and systems
· Assist logistics and assets departments on stock level management and movement of vehicle parts and consumables.
· Provide technical advice as required to procurement unit during procurement and delivery processes, ensuring that all the supplies delivered are appropriate and in accordance to the specification required;
· Inform the support to MINUSMA project manager in advance, of any future supplies and materials which will be required;
· Monitor the stock of available spare parts and plan resupply to include procurement;
· Plan and prepare annual fleet budget forecasting;
· Submit scheduled and ad hoc evaluation and progress reports as assigned by the supervisor.
· The fleet manager will also be required to highlight any significant shortfalls outside of the above stated elements.
Qualifications and Experience
a. Education:
· Advanced university degree (Master or equivalent) in business administration or mechanical engineering or related field with 5 years of relevant experience; or
· First level university degree (bachelor or equivalent) in business administration or mechanical engineering or related field with 7 years of relevant experience; or
· Technical/Professional License with 6 years of relevant working experience; or
· Technical/professional diploma in vehicle maintenance, mechanics or fleet management with 9 years of relevant experience; or
· Military Experience (or relevant Police Experience) at the Senior NCO (Noncommissioned Officer) or Officer level (or equivalent) with 11 years’ experience in the field of vehicle maintenance.
b. Work Experience
· Relevant years of experience is defined as practical experience in administration or mechanical engineering or related field;
· Minimum 5 years garage experience as heavy vehicle mechanic and/or workshop supervisory experience is required
· Experience in organization with 30 or more vehicles for at least 1 year is essential
· Good knowledge of maintenance and repair of armoured or heavy vehicles is essential
· Knowledge of workshop Health & Safety is essential
· Knowledge of workshop planning and implementation is essential
· Experience working in Africa is desirable.
c. Language
· Fluency in English is required (reading, writing and speaking)
