DCA invites applications for an EOD IMAS level 3 qualified or equivalent military standard Technical Advisor to support its mine action programme in Libya.

The Technical Advisor’s (TA) main responsibilities are to supervise survey and clearance teams in areas contaminated with explosive remnants of war (ERW). The TA reports to the Operations Manager. He/she will work in a potentially hostile and often arduous environment, therefore will need to demonstrate a positive and self-motivated attitude and ability to get along with others in a close-knit team. Conditions such as these require a level head, patience, a can-do attitude, a person who is solutions-oriented and has a willingness to adhere to strict security protocols. Good interpersonal skills with national authorities and national staff are a prerequisite. A good sense of humour will also go a long way. Applicants must have the following qualifications and experience:


EOD IMAS Level 3 qualification or NATO equivalent, with certificates


Knowledge and experience of EOD and ERW clearance methodologies. The successful applicant will need to show competency in this area


Work experience from previous positions in Humanitarian Mine Action as International EOD TA is highly desirable, although commercial or military experience is also valid.


Knowledge of IMAS, Non-technical Survey, Battle Area Clearance and Land Release.


Flexibility, cultural awareness and sensitivity are essential.


Computer literacy essential including proficiency in Excel, Word, Power Point, etc.


Knowledge of IMSMA.


Fluency in written and spoken English is essential.

The Technical Adviser will have the following responsibilities:


Supervise and mentor search/clearance teams.


Conduct Battle Area Clearance.


Conduct Explosives Ordnance Disposal as required.


Operate in accordance with DCA country specific SOPs and NMAS.


Provide technical oversight of field operations including training, daily operational planning and implementation, and the direction of locally employed operational and administrative personnel under his/her control.
