This position is located in the Office of the Special Envoy for the Secretary General, Burundi (OSESG-B) in Bujumbura, Burundi; the Security Officer will report to the Chief Security Officer.

Responsibilities

Within limits of delegated authority, the Security Officer, FS-5, may be responsible for the following duties:
- Assists the Chief Security Officer in the office management procedures as needed;
- Develops and monitors the implantation of security contingency plans for a security unit;
- Assesses prevailing local security conditions, identifying security trends and advising UN personnel, projects personnel and eligible dependents on security issues;
- Evaluates air, land and sea emergency evacuation capability, conducts evacuation exercises and recommends appropriate action:
- Determines accessible areas, maintains tracking systems and coordinates a 24-hour Emergency response System;
- Monitors, conducts or coordinates security operations;
- Maintains continuing lines of communication with security focal points and other UN or non-UN stake holders;
- Briefs the Chief Security Officer on the status, activity and requirements of the unit;
- Ensures that fire prevention devices and fire-fighting equipment are available on the premises;
-Maintains fire evacuation plan and conducts fire drills and training as necessary. Assumes responsibility for guard force management;
- Monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities; implements security arrangements;
- Maintains office security by conducting physical security inspections of facilities;

- Provide advice and training to UN personnel and eligible dependents on security matters, as assigned;
- Identifies the training needs of security and mission’s staff;
- Investigates security-related incidents involving UN personnel, project personnel or eligible dependents;
- Identifies gaps in existing capability and make recommendation for amendment where necessary;
- Contributes to the planning process of protective services for Senior UN Officials, as necessary; Maintains effective and efficient security coverage for the working office and personal residence of the Senior UN Official
- Ensures that mitigating measures are in place at all time to deter or deny identified threat and to preserve the security, safety and wellbeing of the Senior UN Officials;
-Within delegated authority, liaises with relevant security focal points and briefs members of the CP Team;
-Monitors team equipment and ensures minimum equipment requirements are supplied, maintained and deployed;
-Identifies the training needs of security and office’s staff; Performs training needs assessments to ensure that the training gaps are identified, and the training needs are understood and met.
-Develops training plans and training component of the security budget, acts as an advisor to CSO on budget related actions
-Determines equipment, facility and supply needs based on operational requirements;
-Sets up and manages a warden system according to policy;
-Investigates security-related incidents involving UN personnel; project personnel;
-Identifies gaps in existing capability and make recommendation for amendment where necessary;
-Acts as Duty Officer within the Security Section or in CMT during crisis situations;
-Performs other duties as required or directed by CSO.

Work implies frequent interaction with the following: Mission leadership and other United Nations Officials; Security personnel operating in the mission’s area of responsibility; Project Managers and other personnel; Host Government officials and local law enforcement personnel.

Education

High school diploma or equivalent technical or vocational certificate.

UNDSS certification in any of the following is an asset: Security Certification Programme, Security Investigation, Security Analysis Process and Practice.

Work Experience

A minimum of eight years with high school diploma or equivalent of progressively responsible experience in military, police, security training or security management is required.
At least one year of experience in a conflict or post conflict environment is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French and/or Swahili is essential.
