Security and Fleet Manager

PURPOSE OF POSITION:
To support the Jordan Response Manager (Country Director) in ensuring that effective security measures for the Jordan Country Office programs appropriately planned for and addressed within the national. Lead in the optimization of organizational security and the mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of security. Ensure WV Jordan’s fleet is managed with safety given top priority and efficiently.
Major Responsibilities:

Organization & Planning:
Advise Jordan Country Office senior management and staff on security risks and threats

Ensure security risk and threat mitigation in Jordan Country Office is in place and budgeted for

Work closely with operations regarding specific security risks and threats related to programme implementation, advise on mitigation measures in Go/No-Go Decisions and programme proposals to donors

Security of Operations and Premises


Ensure Security Risk Assessments (SRA), Country Risk Ratings (CRR) and Core Security Requirements (CSR) for Jordan are regularly updated and implemented


Jordan Designated Security Zones (DSZ) Risk Ratings are established


Provide input and support to management in crisis situations and critical incidents at Incident Management team (IMT) level


Provide oversight for one Office Security Guard and maintain & update control of passes and keys


Provide briefings to new staff, visitors, consultants and contractors and assist in preparation and implementation of programme visits


Conduct regular physical security checks of all WVI leased assets including accommodation, offices and programme locations according to OCS standards and policies


Prepare and manage a basic annual Security Master Budget for the Jordan office and advise programmes on related security mitigation costs





Fleet Management




Manage the WVI Jordan fleet, including vehicles rented from external providers


Ensure vehicles are well equipped, safe to operate and compliant with local regulations and equipped with GPS tracking systems


Ensure drivers are trained


Analyse fleet usage (including fuel consumption) and driver behaviour (speeding)


Manage two fleet assistants/lead drivers and ensure performance agreements are in place and reviewed regularly and monthly individual action plans are in place

Networking and External Liaison/Engagement:


Represent WVI at local UN/NGO security network meetings in Amman and at the camp level and ensure information from these groups is disseminated to relevant staff and through the operational activities


Liaise with Jordanian security and law enforcement agencies as well as camp coordination bodies to ensure safe passage to and from, visits, offices and programmatic locations


Build ongoing networks for sharing security information and coordination

Capacity Building and Technical Training:


Actively promote WVI security policy and standards through orientation programs in coordination with other departments


Monitor compliance with WVI security training requirements


Organize periodic fire drill, earthquake drill & first aid training to all staff


Mock drill on emergency evacuation in all offices



Reporting and Documentation:

Provide a regular security updates to the Jordan Country Office
Ensure that all security incidents are reported in accordance with the WVI Integrated Incident Management (IIM) Notification Reporting Protocol
Coordinate and supervise all key logs, visitor records, passes and immigration documents
Provide monthly fleet management reports
Education:Bachelor’s degree or equivalent experience that can validate the academic level

Experience:
At least three (5) years experience in a proven security field (public, private, government, IO or NGO sectors). Choose appropriate:

Minimum (2) years experience working with UN Agency / NGO plus field security experience

Knowledge & Skills:
Military and/or Police/Law Enforcement Training
No previous criminal record or convictions


REQUIRED: 
Confirmed employment of the Field Security Officer is contingent on him/her passing the SAINT training course within 90 days of employment (probation period)
Radio and/or Satellite phone communications experience, operations and management
Demonstrated experience in designing and delivering training.
Demonstrated organization and planning development and implementation
Demonstrated ability to work effectively under pressure (particularly in a crisis situation)
Ability to communicate well in English & Arabic
(verbal and written) – particularly in a crisis situation
Valid Passport and Driver’s License (choose appropriate)

International

First Aid qualified
Computer literate (Word, Excel, PowerPoint)
Practical knowledge of tools, mechanisms and procedures for personal and organizational security.

This position requires regular travel within the country/national office and Field-based Offices and/or cross-border programming areas when feasible.
International travel may also be required.

Non-standard work hours due to the nature of the security occurrences – may be asked outside of normal office hours.
