Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC or “the
Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organisation established by and comprised of 190 National Red Cross and Red Crescent member Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. Our work is guided by seven fundamental principles: humanity, impartiality, neutrality, independence, volunteer service, unity and universality. The Federation is served by a Secretariat based in Geneva, with regional, country clusters and country offices throughout the world. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programmes and Operations; and (iii) Management Services. The Secretariat’s activities globally are led by five regional offices in: Africa, America’s, Asia-Pacific, Europe and Middle East, North Africa. IFRC’s Africa Region is in turn organized through five regional representations supporting National Societies in Central Africa, Eastern Africa, Southern Africa, West Coast, Sahel and Central Africa as well as eight country representations in Central African Republic (CAR), Ethiopia (AU office), Guinea, Liberia, Sierra Leone, Somalia, Sudan, Republic of South Sudan.The country representation in Central African Republic (CAR), operates in a complex humanitarian environment, with frequent security incidents, requesting precaution and strict observance of security instructions and procedures. The country representation is part of the IFRC regional structure based in Nairobi, Africa. The Federation has been designated as the Promoter to implement a rehabilitation program of several health centers and for training and education. The objective of these projects is to work with the Central African government and partners to support the development of health and care structures. This position is based in Bangui, CAR.

Job Purpose

• Provide professional advice for security management to the HoC and to the country Leadership Team.
• Support the HoC to fulfill his responsibility to manage security.
• Support the HoC to make sure that the Minimum Security Requirements (MSR) of the IFRC are elaborated and implemented.
• Support the delegation in the constant follow-up of the security situation in the country, in particular in the regions where activities are deployed, including the travel roads to the destinations.
• Support the HoC in the coordination of efficient security processes and procedures in order to improve the global management of the Federation security in the country.
• Coordinate if necessary the relocation of personnel and medical evacuations.
• Insure that operations have contingency plans which have been approved and validated in case of emergency.

Job Duties and Responsibilities

Advise and support proactively the Head of Country (HoC) and the Leadership team in all matters concerning security risks management.

Support the HoC in the development and implementation of Minimum Security Requirements (MSR).

Organize weekly security meetings with the HoC, the Leadership Team and with invited IFRC directors.

Conduct constant analysis of the security situation in CAR and identify its possible impact on the Federation, its staff, its assets and its operations. Recommend to the HoC or to the program directors operational and/or procedures changes deemed necessary to answer to the identified security issues. Share security information and advises in relation with operations with the whole staff. Provide adequate attention and support to all programs active in CAR from the security risk management perspective. Inform the Head of CCST and the Regional Security Advisor in Nairobi.

Maintain a close working relationship with the ICRC and coordinate security by constantly monitoring security situation developments in the country and in Bangui.

Establish and maintain internal and external security related contacts and participate in security meetings both internally and externally with ICRC, UNDSS, other UN agencies, INSO, local authorities, NGO’s and others as required.

Undertake operational field missions to evaluate security on the field in relation with needs to insure MSR compliance.

Advise HoC and Team Leaders on coordinating actions required to deal with security sensitive situations and if required the management of critical incidents.

Follow up on security incident reporting and assist the HoC in analysing the incident and conducting country/operations specific «incident mapping».

Provide, where needed, briefings and/or training sessions for delegates, Federation employed staff and volunteers, in security awareness and technical security matters such as road security (defensive driving, vehicle inspection), radio communication, fire drills including the use of fire extinguishers.

Provide country specific security briefings and debriefings specific to CAR to incoming IFRC Delegates, FACT Team Leader and official visitors entering/exiting through the Area of Responsibility (AoR).

Duties applicable to all staff

Lateral relationships
Establish and ensure effective working relations with the delegates and national staffs.
Establish and maintain effective liaison relations with ICRC, UNDSS, the other UNFPA and the departments.
Accountability
Strenghten the cluster security management structure and improve the Federation’s overall preventive security management in CAR by ensuring compliance with established security procedures and delegation specific regulations.

Provide timely and effective support to HoC and Team Leaders about all security related issues.

Identify security related trends and issues that affect the IFRC and ensure that the FACT, Team Leader and Regional Security Coordinator are kept informed of all security incidents, security trends, relocation/evacuation procedures and all proposed actions or measures to improve individual, institutional and operational security.

Education

Required

Relevant university degree or extensive professional qualification in security management or military /police qualification.

Successfully completed the Stay Safe e-learning courses both the basic and the manager versions.

Preferred

Basic delegates training course, IMPACT or equivalent.

Experience

Required
A minimum of 5 years’ experience in a similar role in a security sensitive area.
A minimum of 2 years’ field experience in the geographical area.
Good understanding of key principles of CivMil Coordination from a RC/RC Movement perspective.
A very good track record of managing people, networking, influencing and building relationships effectively.
Relevant experience of preventive security management and staff training.
Experience of contingency planning and implementing of relocation/evacuation.
Experience of representation and liaison on senior level, particularly with government authorities, military, police and UN.
A minimum of 5 years’ active service in a military or police position.
Preferred
At least 2 years’ working experience in a RC/RC National Society or another volunteer organisation or an INGO.
