Scope of activities include but are not limited to:
In collaboration with the Senior Management Team, managing the  Security System through:
· collecting, collating, and disseminating security information
· developing and implementing security protocols on Project and Country Headquarters level
· planning, testing and updating contingency plans
· organizing and implementing safety and security trainings for all staff
· organizing safety and security briefings for visitors and newly arrived staff
· providing security related operational support to the mission’s different programs on a 24/7 basis and
· providing support and guidance to the Senior Management Group during critical incidents
· Monitoring compliance with MOSS and advising the Security Management Group of any non-compliance issues
· Identifying the actors in the context who can influence security and programming, and learning what their opinion of organization is
· Proactively ensuring that the perception and understanding of  it’s programmes is positively managed with all relevant actors
· Reporting to the Security Management Group on matters of staff wellbeing and health
· Inventory updating and curation of Safety, Health and Risk documents in a permanent system within the country office in Afghanistan
· Developing and delivering training on Safety, Health and Risk matters to all staff, in collaboration with subject experts
· First point of contact for incoming regional and global Safety, Health and Risk advisors in Afghanistan with all relevant reporting and communications roles
· Curating and keeping up to date our master reference source, the Survey Compendium
Collecting, collating and disseminating security information through

• Collecting security information through

Internal Sources from UNDSS and other sources as directed

External Sources such as Internet, Electronic and written news media, INGO contacts, Government officials on accessible levels during liaison meetings, own personal network, private security company

• Collating information by:

o Producing and/or receiving from DSS incident mapping for the organization implementation areas, including own incidents, incidents having occurred to others
o Conducting and/or receiving from DSS political analyses and security assessments
o compiling regular security reports for the security management team

• Disseminating information by:

o Conducting regular security meetings with senior international and national personnel
o Making security a fixed point on the agenda of regular staff meetings
o Compiling regular security reports for the security management team
o Compiling incident reports for the security management team
o Sending security advice/threat warnings to the security management team

Developing and implementing security protocols by:

• Developing, editing and implementing UN compliant (and organization compliant plus), contextually adequate and workable security management, movements and communications procedures
• Developing, editing and implementing UN compliant (and organization compliant plus) incident reporting procedures
• developing, editing and implementing and testing crises management procedures
• developing, editing and implementing UN compliant (and organization compliant plus) SOPs (special emphasis of translation in local languages)

Developing, testing and updating contingency plans for emergency situations:

• Developing and implementing crises management plans based on the UN DSS Field Security Manual.
• Integrating the Crises Plan in the overall crises response mechanisms.
Organizing and assuring the implementation of safety and security trainings for all the organization personnel in a way that ownership of the organization security system is assured
• Making sure that funds available for training purposes
• Basic Security Training in order to make sure that all staff are aware and prepared on all the basis of security and safety such as MOSS compliance, SOP and Contingency plan awareness, personal risk assessment, travel safety, fire safety, and first aid
• Advanced Security Training assuring that the senior staff of the organization are sufficiently prepared in security management, critical incident management, security information processing, situation evaluation process including risk and threat assessments, advanced reporting and analysis techniques, giving instructions in a precise manner understandable to all staff
• Conducting/organising some trainings and supporting the Field offices security focal points in setting up and conducting local trainings
Organizing general safety and security briefings for visitors and newly arrived staff by including:

· Current security situation of the country and areas to be visited or operated in including threat and risk mitigation procedures and UN MOSS compliance
· Information on health hazards
· Advice on wellbeing and resilience
· Security procedures
· Emergency procedures
· Cultural specifics with special emphasis of the areas to be visited
· Handing out the constant companion
· Handing out security SOPs and the security Plan
· Safety and security advice related accommodation issues: hotels and private housing
· Medical evacuation procedures for international staff

Providing safety and security related operational support to the mission’s different programs by
• advising Filed Managers and the Programme Manager in security matters in such way that they will arrive at realistic decisions regarding their own and the organization’s overall operational security during program implementation
• assisting the adaptation of logistics and administrative procedures such that the security of the personnel and assets during program implementation is enhanced
• liaising between programmes and the main office to ensure that budgets are properly allocated to each project or location
• Ensuring that each project/location has the correct technical equipment regarding health, safety, security and wellbeing and that it is operational
• ensuring that all staff are properly trained in the use of all technical equipment
• Audit and review of organization workplaces for safety and wellbeing matters, including but not restricted to

Sanitation


Work environment


Safety hazards such as trip hazards, electric extension cables and multi socket adapters

Providing support and advice to the Security Management Team during critical incidents by:
• assuring that all incident related information arriving at the Security Management Team are timely and accurate
• Ensuring that the Security Management Team is adhering to organization Security Procedures
• Ensuring the organization Headquarters Security Management Team is adequately informed
• providing guidance to the Security Management Team regarding situation adequate risk management procedures

Within organization the importance of good health and wellbeing is recognised as an important element of good security practice. Therefor this job role will require that the incumbent recognises this and promotes, as is practical, good health and wellbeing activities.
