Job Description
Handicap international is also in the process of expanding the scope of its humanitarian activities along 2 other pillars:
Support to Libyan Mine Action Centre (LibMAC) and other key line ministries in developing the victim assistance strategy and action plan (data collection and record of victims/survivors, training to LibMAC staff and sectoral working groups both at Tripoli and Tunis levels)
Provision of Risk Education to the community about the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and marking of hazardous areas;
The upcoming intervention will be based on a combination of remote and direct management of the national team, and direct implementation programs. At this stage, should the security in Libya allow, the Liaison and Security Manager position requires 50% of presence in Tripoli and 50% in Tunis.
Under the responsibility of the Head of Mission (HoM), and in close relation with the Project Manager and Coordinator of Support Services, s/he will be in charge of:
Ensure regular follow-up and analysis of the political, military and security context and trends in Libya;
Support the mission in the preparation and update of security documents and the implementation of security procedures;
Maintain / expand HI’s network of contacts with relevant security, context and access referents of other international agencies;
Support the regular analysis and formulisation of risks for the overall mission and the implementation of mitigation measures;
Support the HoM in the management of security incidents;
Liaise with HI’s HQ security adviser;
Liaise with Tripoli main HI counterparts (LibMAC, MoH, MoSA, directors of health facilities, Aid agencies)
SPECIFICITIES
Travel: this is a highly mobile position. Employee should expect to spend at least 50% of his working time outside of Tunis, with trips to Tripoli (Libya), and potentially to other cities in Libya
REQUIRED PROFILE
A Bachelor degree in Political Sciences, International Relations, Security Management. Middle Eastern Studies, Humanitarian Assistance or another relevant subject, is mandatory
A Master’s degree in any of these fields is a strong asset
At least 3 years of professional experience in security management and/or context analysis in conflict contexts, preferably with humanitarian INGOs
At least 2 years of professional experience in a contemporary conflict context in the Arab world (experience in Libya is a strong asset)
Proven experience in producing quality reports and documents, including maps’
Proven experience of developing and implementing security plans and analysis tools
Experience in providing professional briefings and trainings is a strong asset
Knowledge of English (oral and written) is mandatory; knowledge of Arabic (Levantine dialect, oral and written) and French is a very strong asset
Strong IT skills, including the use of different communication devices, computers, GPS and mapping software
Effective communication, analytical and problem solving skills;
Strong interpersonal and intercultural skills
Ability to work in a multicultural environment and in a multidisciplinary teamwork
Ability to work under high pressure, in a flexible way, with a great level of autonomy
CONDITIONS
Salary from 2 750 € (gross) / month regarding the experience of the candidate
Perdiem (net): 414€ in Tunis/ to be confirmed in Tripoli
Hardship allowance (net): to be confirmed for Tripoli
Insurances : medical hearth coverage, retirement planning, repatriation
Paid holiday : 25 days per year + R&R (1 R&R/month in Tunis, to be confirmed in Tripoli)
