Position Summary:
The Safety and Security Manager (SSM) is responsible for ensuring that risks for the country programme remain acceptable and proportionate, and that organization meets its duty of care to staff. This will be achieved through maintaining oversight of operational safety and security issues, providing advice to management in real time, and implementing organization’s country Safety and Security Management Plan.. The position is based in Dohuk, (KRI), with significant periods of time spent visiting field locations, and other areas of Iraq such as Erbil where organization has a secondary office, Sulaymania, as well as Baghdad.
The SSM will, through sound situation, threat, vulnerability and risk analysis, and the consistent implementation of the country Safety and Security Management Plan (SSMP), work with staff, partners, communities and counterparts to reduce security risks to the lowest possible level. Supporting this objective, the SSM will be responsible for facilitating and supporting access to program areas, providing routine and timely assessments, and when required incident reports to the Country Representative.
The SSM will coordinate with the Country Representative to ensure that staff are informed of security and safety issues, provide mentoring and building capacity to ensure that that staff understand and implement the SSMP. The SSM will report non-compliance issues to the Country Representative.
Qualifications and Experience
Required: Bachelor’s Degree in a field related to humanitarian work or security management or equivalent field / operational experience
Desired: Recognized certificate in Security management.
Desired: Recognized certificate in Risk management.
Desired: Recognized certificate in adult training.
Required: 5 years’ experience in assisting international organizations in developing countries to manage staff and program safety.
Required: 5 years’ experience in working in an international organization.
Required: 5 years’ experience in working in complex and hazardous environments.
Desired: At least 2-3 years’ work experience in the Middle East.
Skills and Core Competencies
Competent and literate in English, verbal and written, with a sound knowledge of technical expressions.
Excellent oral and written communication skills.
Demonstrated supervisory ability, sound judgment and the ability to work effectively with others at all levels.
Strong assessment, evaluation, analysis and strategic planning skills
IT literate, MS – Word, Excel and PowerPoint.
Experience in developing security related technical tools guidelines and systems
Interpersonal communication and proven written / presentation skills.

Demonstrated knowledge of the historical and socio-political context of Middle East.
Demonstrable expertise of Humanitarian risk management.

Working Conditions:
The SSM is based within the KRI office, in Iraq. It is anticipated that the SSM spends up to 25% of his/her time travelling.
