Safety and Security Consultant , Haiti

Time Commitment: Three Months, starting January 2017

The consultant will be working with the current in-country team, along with support from MTI’s regional and global headquarters, to introduce and mainstream safety and security procedures and practices. MTI is currently recruiting a Country Director, and in the interim, the Country Program Manager is responsible for all safety and security activities.

Position Summary:
This is a highly rewarding role, offering a unique opportunity to work in a close knit team giving security analysis and advice to MTI’s Haiti country team. The Safety & Security Consultant will be commissioned to produce a targeted and appropriate information collection plan, deliver intelligent and insightful safety and security analysis, and develop a safety and security monitoring framework. The consultant will assist the Country Program Manager with safety and security advice throughout the three-month consultancy. This individual will facilitate training to MTI-Haiti staff in order to build their capacity to understand and adhere to the Global Safety and Security Policy. The consultant will also work with the in-country team to attract, recruit and on-board a long-term in-country safety and security officer that will continue the work of the consultant after the consultancy finishes. The consultant will be outgoing and resilient, with the ability to analyze complex security issues and contexts, give sound practical safety and security advice, communicate to an excellent standard of English both verbally and in writing (and ideally in French), and above all else share MTI’s commitment to humanitarian principles. The position will be based in Port au Prince and involve regular travel through Haiti.

Statement of Work:
Ensure compliance with MTI’s Global Personnel Safety and Security Policy;
Establish and maintain an active information network, which includes NGOs, the UN, and other national and international security actors to obtain credible and relevant safety information;
Review and update (as needed) the Haiti Safety And Security Instruction;
Test all safety and security plans, including medical evacuation plans, hibernation, and security evacuation;
Provide ongoing monitoring of the safety and security environment;
Conduct safety and security field visits to all MTI field sites at least weekly;
Provide safety and security briefings to visiting personnel upon arrival;
Ensure safety and security is mainstreamed across all operations in Haiti;
Conduct immediate reporting of all safety and security incidents;
Prepare monthly program department risk assessment for review by Country Program Manager;
Represent MTI at country-level security meetings;
Facilitate regular safety and security training for all staff and volunteers;
Maintain country-level risk assessment, and Safety and Security Instruction;
Assist with the attraction, recruitment, and onboarding of a permanent Safety and Security Officer;
Build the capacity of local-staff at every opportunity.

General Qualifications:

Consultant must have applicable insurance and at least five years’ experience in safety and security management, and at least three years’ experience working with humanitarian NGOs. Experience in Haiti is highly desirable. The consultant must speak and write fluent English, and French and Creole is a huge asset.
