Job description
In order to facilitate and to maximise the impact of the humanitarian operations financed by the European Union and of the EU civil protection activities coordinated by the European Commission in Latin America and the Caribbean, the expert will be appointed to the post of humanitarian Technical Assistant (T/A) as Regional Security and Logistic Coordinator (RSLC) by the European Commission’s Directorate General for Humanitarian Aid and Civil Protection ECHO.

He/she will contribute to the development of DG ECHO’s security and safety policy and procedures and will contribute to the enforcement of this policy and procedures in his/her area of responsibility, in close coordination with DG ECHO Brussels. In particular, the RSLC has a supporting role in the field and will put at disposal of DG ECHO his/her expertise and technical qualifications to improve the safety and security of ECHO operations, staff, assets and information.

In addition, he/she will ensure the preparedness for emergency deployments in the region, support the implementation of humanitarian aid actions funded by DG ECHO in the domain of logistics and steer the development of Business Continuity Plans. He/she also provides the necessary logistics support to the other offices and/or T/As in their region of operation.

He/she should also be prepared to react in the capacity of RSLC to a current or evolving crisis in another country/region following a request by DG ECHO Brussels.

Place of assignment

The RSLC will be based in Managua, Nicaragua and will be required to carry out regular missions in DG ECHO’s operational areas. Consequently the RSLC may be called upon to carry out missions linked to her/his specific responsibilities to other regions or to Brussels, if the need arises.

Qualification requirements
Language: very good command of Spanish, English and French.
The candidate must have at least 6 years (cumulated) of experience in the following domains:
Security (security of NGOs, EU missions and/or UN operations)
Logistics.At least 2 years of experience in Latin America or the Caribbean is required.
