Field of activity
The Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing a regional security and risk management system in East Africa, covering eight countries Sudan, South Sudan, Somalia, Ethiopia, Djibouti, Kenya, Uganda and Tansania. The risk management system for the governmental implementing agencies GIZ and KfW aims to reduce the risks to their employees posed by the environment. Risk management advisory services, risk analysis and risk assessment, combined with technical measures, are designed to ensure personal security for staff and support them in safely carrying out development cooperation (DC) tasks. The regional risk management office is responsible for advising DC staff members (GIZ and KfW) in the region on issues associated with security and risk management.
Your tasks

As Roving Risk Management Advisor you will be required to undertake extensive missions to various destinations within the region of East Africa in order to assess evaluate and monitor the established risk mitigation measures for DC staff and projects. Your main area of responsibility will cover Sudan, Ethiopia and Djibouti, as well as Uganda and Tanzania. You will mainly assist and advice the GIZ and KfW Country Directors on all aspects of everyday operational risk management, including emergency procedures. Your input is needed to maintain a state-of-the-art risk management system on site and implement guidelines of the GIZ and KfW County Offices.Furthermore you will support in developing further and maintaining the regional Risk Management System in East Africa. You will be asked to analyse security incidents throughout the region and collect, contextualise, and evaluate security related information. Frequent context and actor analyses as well as incident reporting and the development of emergency procedures will be the focus of your daily work. Furthermore you are expected to liaise with a wide range of actors, including your target audience, local and national authorities as well as international state and non-state actors, and military forces. You will prepare risk analysis, incident reports, weekly/ monthly security reports, district profiles, and other research documents. You will keep staff members and consultants in the region up to date on the security situation and implement directives to safeguard employees. In addition, your assistance is required in assessing static security (apartments and offices), and implementing appropriate security measures. Finally you are supposed to advise the Country Risk Management Teams of the respective countries in you are of operations during crisis situations.

Your profile
You are specialised in issues related to security risk management in the context of development organisations, crisis and conflict prevention or peacekeeping. (A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.) You command an in-depth knowledge of political and socio-economic analysis. Five years experiences in security and/or risk management and a proven experience regarding work in conflict regions is required. Additionally at least two years working experience in the Eastern African region is required. Experience in
the field of development cooperation is a benefit. You possess very good analytical skills, are a communicator and mediator, perform well under pressure, while you manage multiple and overlapping tasks and identify work priorities. You hold a confident manner, and are able to put even complex messages across clearly and competently, both verbally and in writing, even if the subject matter is unfamiliar to the target audience. You are able to communicate fluently and confidently in English. German and/or Arabic is a benefit. Travels to project sites all over the area is required.
