Core Functions / Responsibilities :
1. Manage the mission’s portfolio o f counter - trafficking, anti - smuggling and psychosocial activities. Coordinate the implementation of existing protection activities and develop new ones . Mai ntain coordination with appropriate IOM units , field offices, the Regional Office (RO) in Dakar and the Headquarters (HQs) on the implementation of psychosocial activities, counter - trafficking activities, programmes related to vulnerable groups .
2. Regularly participate in inter - agency protection fora (e.g. protection cluster, child - protection sub - cluster, g ender - b ased v iolence sub - cluster, relevant task forces, etc.) . E nsure that the protection needs of mobile populations and of communities affected by mobil ity are systematically reported and appropriately addressed through individual and/or joint activities.
3. Efficiently integrate protection - related variables into assessments conducted by IOM . C oordinate their analysis and treatment within the Organization a n d with other key protection actors.
4. Plan and implement protection strategies, including identification, referral , and assistance activities for children (special focus on unaccompanied and separated children), victims of human trafficking and exploitatio n, victims of gender - based violence , and/or other survivors of violence, exploitation and abuse, in coordination with other colleagues and concerned protection actors.
5. When needed and feasible, coordinate response to individual cases of concern and refer or treat them as appropriate (e.g. screening, interview, counselling, referral , or assistance, depe nding on programme capacities).
6. Build capacities or enhance existing ones among field - based colleagues on both IOM protection modus operandi and internal g uidelines, counter - trafficking IOM standards and practices as well as international protection standards (Sphere, Child Protection Minimum Standards, International Committee of the Red Cross (ICRC) Professional Protection Standards, etc.) .
7. Participate in protection - focused seminars and other meetings representing the Organization at gatherings of governmental and non - governmental entities, as requested.
8. Prepare regular reports covering protection activities; prepare briefing s , statistical/narrative report s , and background information as required including specific information requested by g overnments and other entities.
9. Design and formulate an emergency response strategy for the Country Office in line with UN Strategic Response Plans (SRPs) . S timulate, ca talyze and support project development in Niger, assessing the appropriateness and effectiveness of programme development and fundraising strategies.
10. Support the coordination of transit centres for migrants and sub - offices in Agadez, Diffa, Zinder, Tahoua , Arlit, and Dirkou in coordination with other managers and the Chief of Mission to ensure an integrated protection – humanitarian – development approach.
11. Draft and coordinate cooperation agreements and Memoranda of Understanding with g overnment entities , d onors, UN partner agencies, NGOs , c ontractors and other stakeholders, in close coordination with the Office of Legal Affairs in the Headquarters.
12. Support the expansion of IOM migrants’ assistance portfolio in Niger . P romote its effectiveness, coherence , and integrity
with humanitarian and development activities.
13. Undertake duty travels, in line with prevailing security restrictions, relating to project assessments, liaison with counterparts, and project implementation, as required.
14. Perform such other duties as may be assigned.

Qualifications and Experience Education
Master’s degree in Political or Social Sciences, Law, Human Rights, International Affairs , Migration Studies or a related field from an accredited academic institution with five years of relevant professional experience; or University degree in the above fields with seven years of relevant professional experience.
Experience
Experience in programme development;
Experience in liaising with government authorities, other national/international institutions and NGOs;
Good knowledge of project formulation, administration and evaluation techniques and practices;
Good level of computer literacy, i ncluding database applications;
Demonstrated record of supervising staff and coordinating administrative activities;
Working experience in the region is an asset.
Languages Fluency in English and French is required.
