General :
The World Bank offices in Bamako, Mali consist of national and international staff and visiting mission staff.
The position of Local Security Specialist – Mali is located in the World Bank Group Country Office in Bamako. Apart from the responsibility for Mali security program, the incumbent will also have regional responsible for the security programs at the Chad and Niger World Bank Group Country Offices. While this position supports the Mali Country Director and County Managers in Chad and Niger it is within the Corporate Security (GSDCS) division of the General Services Department (GSD) of the World Bank Group (WBG).

For functional security matters the incumbent will report to, and receive support and direction from, the Senior Security Specialist (SSS) for Africa (AFR) based in Pretoria, through the Regional Security Specialist (RSS) where available. The incumbent will advise and consult with management in the Country Offices of responsibility and will discharge his/her assignment under the direct authority of and be accountable to the Country Director in Mali.
The incumbent will serve in a full time capacity and on call for emergencies. .
The incumbent may be required to provide occasional back-up support to WBG Country Offices and Security Specialists in Africa and possibly other regions.
The incumbent may be required to provide occasional back-up support to WBG Country Offices and Security Specialists in the LCR region and other regions. The duties of the Security Specialist are to provide security support to WBG Country Office management and staff in the following areas:  a) security risk management; b) security awareness; c) contingency planning; d) protective operations; e) guard force contract management; f) 24-hour on call emergency security support.
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.

A. Security Risk Management
i. Manage the Country Office major security equipment programs (portable items such as handheld/ walk-through metal detectors, package screening devices, communications and ECM equipment and armored vehicles) to include the procurement process when applicable, contract extensions, documentation of non-performance and other issues, certification of invoices, modifications of the contract, training guards and drivers on use of equipment and required reporting and documentation in coordination with Corporate Security (effective July 1, 2014 primarily through the World Bank headquarters based GSDCS Security Specialist – Equipment) and  the Senior Security Specialist (AFR).
ii. Provide inputs to the SSS and SSR as requested for the preparation of the Security Risk Assessment for Mali, Niger, and Chad (as may be required from time-to-time).
iii. In countries of responsibility (as may be required from time-to-time):
1. Oversee the day-to-day conduct of the office security programs and ensure adequate responses to security incidents and natural/man-made disasters.
2. Manage the video surveillance, card access and other physical security and fire/life safety systems.
3. Conduct appropriate emergency drills (fire, shelter-in-place, and bomb threat).
4. Maintain and update as necessary the Country Office Access Control Guidelines.
5. Coordinate with the Senior Security Specialist (AFR) on the installation of effective physical and procedural security measures for the renovation of existing facilities and the acquisition of new offices.
6. Monitor and advise on residential security upgrades for newly acquired and existing residences of international staff. Provide general residential security advice to all staff.
7. Provide advice on security arrangements at hotels, restaurants, ministries diplomatic/international organizations and other locations which staff may visit for recreation or business purposes.
8. Liaise with host government security and law enforcement officials as appropriate and with security advisors for
diplomatic/international organizations and private security firms.
9. Assist staff and visiting missions in reporting incidents (GSDCS, UNDSS, host government, etc).
10. Ensure a viable system is in place to track staff, note arrival/departure/residence changes, and to coordinate with UNDSS and the WBG Security Operations Center – google earth plotting of staff residences is one platform to use.
11.Represent GSDCS at security meetings, as appropriate, in the absence of the SSS or RSS.
B. Security Awareness
i. Provide newly arriving staff and visiting missions with practical security advice and contact information in advance of their visit and briefings upon arrival.
ii. Provide briefings, communications and logistical support for field missions.
iii. Draft staff security advisories for approval by Country Office management and the SSS or RSS (AFR) on risk mitigation in response to the general security situation, following significant specific incidents and during periods of heightened risk.
iv. Conduct periodic security awareness briefings for all staff.
C. Contingency Planning
i. Assist in the revisions of the Crisis Management Plans (CMP) as required or directed.
ii. Serve as advisor to or as a member of the Country Office Crisis Management Teams.
iii. Maintain and update as necessary all Country Office contingency planning material, emergency procedures, reference documents, and annexes.
iv. Maintain and periodically test the staff telephone tree and warden system.
v. Organize security and fire/life safety training and briefings for all staff.
vi. Conduct appropriate emergency drills (fire, shelter-in-place, and bomb threat).
vii. Maintain and enhance the Country Office emergency contact and locator systems and ensure coordination between the Country Office, UNDSS and the WBG Security Operations Center.
viii. Ensure all staff residences, assembly/concentration points, office location, UN offices, and other relevant points are plotted on one google earth file per Country Office.
D. Protective Operations
i. Provide advice on protective operations to include when applicable, the coordination of official vehicle movements, any special security required for specific movements, locations or individuals; conduct site advance security assessments and coordinate security arrangements.
ii. Plan emergency response actions in the event of an emergency or a direct or indirect threat to staff. Take proactive measures to prevent involvement in such activities, and perform reactively to avoid/escape from those in progress.
iii. Arrange the appropriate level of security for visiting senior World Bank officials.
iv. Arrange continuing or special host government protective services support for staff, visiting missions and facilities as necessary.
v. Coordinate security arrangements for World Bank Group sponsored conferences and training events held in Mali, Niger, and Chad (as may be required from time-to-time).
vi. Assist with the development of security policies and procedures to include approved/prohibited locations and to ensure a mechanism is in place to keep staff informed.
E. Guard Force Contract Management
i. Manage the Country Office security guard services contracts to include the procurement process, contract extensions, conducting periodic reviews with guard services contract management, certification of invoices, documentation of non-performance and other issues, modifications of the contract and required reporting and documentation in coordination with Corporate Security (effective July 1, 2014 primarily through the World Bank headquarters based GSDCS Security Specialist – Guard Services) and  the Senior Security Specialist (AFR).
F. 24-Hour on call Emergency Security Support
i. Provide 24-hour on call emergency support to the responsible WBG Country Offices and staff (to include Visiting Mission staff).

Education:
University degree in relevant discipline (National Security Studies, Risk Management, Police Science or Criminal Justice) at a Bachelor’s level with 5 years professional management experience is preferred.

Experience:
• 5 years of progressive experience in security program management with an international or diplomatic organization preferred;
• Knowledge and experience in security program delivery and project implementation;
• Proficiency in Microsoft Windows applications, namely, Excel, Word and Power Point;
• Valid driver’s license;
• Ability to travel.
