Summary:
The Regional Rule of Law Workshop Consultant (RWC) will support the United States Institute of Peace (USIP) and its partners in implementing a series of rule of law related workshops in six (6) countries across the Sahel and Maghreb in Africa. More specifically, the RWC will monitor and support workshops foreseen under USIP’s Justice and Security Dialogue program in Senegal, Morocco, Tunisia, Nigeria, Mali, and Burkina Faso. The RWC will work in several of these countries. The RWC is responsible for ensuring, together with local partners, that all workshops foreseen by the USIP Justice and Security Dialogue program assigned to her/him are held in a manner that complies with USIP standards and objectives. The RWC is also responsible for cultivating partnerships in target countries, monitoring and supporting in-country partners, and monitoring and reporting on project relevant activities in-country, including reporting and monitoring each workshop falling under her/his responsibility.

The RWC is based in one of the six (6) countries in either North or West Africa. He or she liaises and reports to USIP DC-based staff, including the Senior Program Officer managing the program.

NOTE: This is a consultancy contract with an initial period of 5 months with the possibility of extension pending funding.


Duties and Responsibilities:
Ensure – together with local partners – that all workshops assigned to her/him take place in accordance with standards and objectives determined by USIP;
Monitor and support local partners in the preparation, implementation and evaluation of workshops;
Liaise with each local partner organization, record progress, facilitate communication with USIP;
Provide updated program implementation on a regular basis and as requested by USIP Washington DC based staff;
Provide local logistics support for USIP DC-based staff visits;
Conduct focus groups and interviews for baseline research and other outreach activity to collect project monitoring data; and
Help USIP develop strong working relationships with stakeholders and local partners.

Qualifications:
Fluency in written and spoken French and English;
A minimum experience of four (4) years in at least one of the following areas: rule of law, peacebuilding/conflict resolution, democracy and governance, and/or international law and human rights;
Proven experience in implementing and evaluating workshops;
Proven experience in working with civil society partners and government/public officials;
At least three (3) years of experience working in the Sahel and / or Maghreb;
Strong written and oral communication skills;
University degree required; Masters or J.D. preferred;
Experience conducting field research and data collection;
Proactive, solution-oriented, versatile, and efficient with a strong understanding of local and regional contexts; and
Demonstrated experience and skills in implementing and monitoring programs in conflict or post-conflict environments.

Compensation is commensurate with qualifications and experience.
