Job Summary
Obsidian Solutions Group is seeking a certified Firearms/Toolmarks examiner to support our government customer, by providing professional forensic advice to other Department of Defense (DOD) commands/activities, and to provide expert consultative services on specific case files. This may require travel to other locations, both CONUS and OCONUS. The term is initially four months with the option for an extension. QUALIFICATIONS
  • Must have a SECRET
  • Possess computer skills with Microsoft Word, PowerPoint, Excel, and Outlook, and PhotoShop, and have the ability to plan, organize, build and present briefings.
  • Be eligible and willing to carry government issued firearms.
DISCIPLINE-SPECIFIC REQUIREMENTS
  • A four year degree from an accredited college or university in criminal justice, criminology, biology, biochemistry, chemistry, physics, or related field. 
  • Experience in Lieu of Education: Eight years of work experience is acceptable in lieu of a four year degree.
  • A minimum of five (5) years’ experience working in an accredited laboratory conducting the full range of firearms and toolmarks work, including conducting examinations of lead and other metal fragments, bullets, ammunition components; conducting shot pattern and gunshot residue examination; conducting trajectory analysis; photographing firearms and related evidence.
  • Must possess five (5) years of experience as an instructor, teacher, or briefing senior officials.
  • The mentor must have been formally trained in firearms and toolmarks examination at an American Society Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB) or ISO 17025 accredited laboratory. 
  • Must have experience in the collection, preservations, and processing of evidence and event reconstruction; must possess working knowledge of the IBIS (NIBIN) system.
  • The mentor must have testified as an expert witness in either U.S. State or Federal Court.
  • Must be a member in good standing of the Association of Firearms and Toolmark Examiners (AFTE).
    Possess Association of Firearms/Toolmarks Examiners certification.

PHYSICAL DEMANDS
  • Must be willing to deploy, live and work in a potential hostile environment as designated by the U.S. government as an imminent danger zone hostile fire zone  
  • Successfully complete pre-deployment training and fitness requirements specified by the U.S.   Department of Defense for working overseas. 
  • Willing to work in austere environment and wear Personal Protective Equipment (PPE) 
  • Willing to receive the required immunizations as defined by the U.S. State Department
     
 JOB RESPONSIBILITIES
Include but not limited to:
  • Plan, direct, coordinate and mentor the work of the Afghan Scientists.
    Assist the MOI in mentoring the forensic scientists in implementing new techniques and methods of forensic analysis.
  • Mentor the development, modification and establishment of laboratory processes and procedures related to the casework in various laboratory disciplines; develop and recommend laboratory policies, and advise Afghan MOI Forensic Criminal Technique Department in evidence collection, logging, processing, and storage of evidence.
  • Plan, organize, and mentor the casework of forensic scientists engaged in scientific analyses of evidence gathered in support of national security and criminal investigations.
  • Conduct research experiences to develop modern, more efficient and more exact criminal laboratory methods, techniques and procedures.
  • Review data and analytical reports to ensure that forensic laboratory procedures have been followed.
    Encourage coordination between scientists, investigators, and the other members of the legal system to ensure that appropriate laboratory services are provided in a timely manner.
  • Ensure appropriate forensic quality assurance activities are implemented and documented.
    Mentor preparation of laboratory budget, supply lists, and other administrative functions
  • Oversee all instrumental and test data is consistent with reported results.
  • Documentation Support: Generate, edit, and/or review documents that are related to or describe operations or activities performed inside or outside of the Forensic Laboratories.
  • Examples of such documents include, but are not limited to: standard operating procedures, data collection templates, case report templates, case reports, program plans, and implementation plans. Use knowledge and experience of the Forensic program to improve such documents; however, the KO and COR have final approval of document content.
  • Instrument Maintenance: Ensure the proper cleaning and maintenance is routinely completed on all instrumentation in the laboratories.
  • This may include demonstrating cleaning and maintenance procedures to the MOI laboratory staff.
  • Consultations and Briefings- Either the Program Manager or the Forensic Mentors may be called upon to provide consultations or briefings to other governments, agencies, or activities related to cases, activities or related matters.
  • Under these circumstances, the PM or designated Mentor(s) shall prepare all necessary supporting written or electronic documents.
  • The content of the briefings must be approved by the COR prior to presentation.
  • Mentor personnel may be required to provide professional forensic advice to other Department of Defense (DOD) commands/activities, and provide expert consultative services on specific case files. This may require travel to other locations, both CONUS and OCONUS.
