Tactical Operations Center (TOC) Specialist

Job Summary
The Tactical Operations Center (TOC) Specialist ensures effective and efficient operation of the Tactical Operations Center (TOC) communications equipment assigned to the program.
Principal Accountabilities
(Typical duties include the following, although specific duties vary by assignment or contract.)
  • Operate various items of non-secure communications equipment, in accordance with current policies and procedures, to ensure mission success and accountability.
  • Communicate with personnel during mission execution within the TOC area of responsibility (AOR).
  • Coordinate and communicate with the local Quick Reaction Force (QRF) during QRF missions and rehearsals.
  • Communicate using a variety of voice and text based communications, including cell phones, regional and global satellite communications, tactical military communications including CODAN radios, and UHF/VHF radios.
  • Manage a journal/entry log(s) and relay information within the organization to ensure the safety of personnel and mission success. 
  • Record, manifest, and track all convoys/security movements and personnel within the area of responsibility immediately upon departure from the life support area.
  • Conduct the coordination and dissemination of information at the direction of the I/OC Supervisor with other staffs within the program.
  • Execute communications security (COMSEC) techniques to ensure control over communications systems and execute operational security (OPSEC) techniques to ensure control over operational procedures.
  • Maintain accountability of personnel, personnel data, coordinate information flow in emergencies, and process environmental information for dissemination throughout the program.
  • Maintain 24/7 communications between TOCs established throughout area of assignment.
  • Responsible for recording information, monitoring routes, manifesting personnel and cargo, and conducting “battle tracking” for tactical convoys and flights throughout the assigned area of operations.
  • Capture, record, formalize, and transmit all Serious Incident Reports (SIRs); Significant Activity Reports (SARs); and any other required reports as directed.
  • Use TRACK24 C4i platform, web based, to track assets as they move around the AOR.
  • Submit daily, weekly and monthly reports as required and directed.
  • Accountability of all moving elements within their area of responsibility.
  • Develops and maintains contacts for aid in emergency situations.
  • Provides emergency aid contacts environmental information developed from within the program.
  • Provides emergency contact for all program personnel, disseminates environmental information, and maintains personnel accountability for the purpose of creating the safest working environment possible.
  • TOC Specialist maintains accountability of personnel, coordinates information flow in emergencies, and processes environmental information for dissemination throughout the program.
  • Maintain accurate contact information for program personnel.
  • Perform other qualified duties as assigned.
Knowledge & Skills
  • Working knowledge of Microsoft Office Suite including e-mail handling, instant messaging, etc.
  • Ability to read a map:  Latitude/Longitude and Military Grid Reference System (MGRS) that is the geo-coordinate standard used by NATO.
  • Basic understanding of communication equipment and training in anti-terrorism with any fluency in Dari, Pashto or Arabic is a plus.
  • Ability to effectively multi-task.
Experience & Education
  • High school degree or equivalent.
  • Five (5) or more years’ of relevant experience of Military or Law Enforcement.
  • Relevant experience in Military Communications, Law Enforcement Dispatch, or Emergency Management Communications preferred.
Physical Requirements/Working Environment
  • Stand or walk for long periods of time.
  • Living and working conditions at the assignment location could be remote and uncomfortable.
  • Long hours, exposure to weather and hazardous conditions.
  • Personnel should be aware of moving on short notice and under adverse conditions.
  • Able to pass pre-deployment medical screening as required by the contract.
  • Personnel must be able to pass weapons qualification in order to be authorized weapons. The minimum standards are:
  • Qualification standards for the M-4 rifle and M-9 pistol are as outlined by the CENTCOM Arming on US Army forms DA Form 5790-R and DA Form 5704-R.
  • The approved course of fire is subject to change at the approval of the COR.
Travel
  • Ability to travel domestically and internationally.
