Job Description
The role of LEP I Border Advisor to assist the Senior Civilian Police Advisor (SCPA) mission. They will directly mentor and advise the Afghan Security Forces in the conduct of border patrolling, protection and regulation. In addition they will Advise, Assist, Mentor and Train (AAM&T) US and Coalition Forces to better execute their Law Enforcement (LE) related responsibilities, including building capacity in Host Nation Security Forces (HNSF), inclusive of military and civilian LE agencies, in furtherance of Rule of Law (RoL) development.

QUALIFICATIONS
Minimum of twenty (20) years LE experience with at least ten (10) years of investigative experience.
Specialized investigative experience in the field(s) of gang control/suppression, organized crime, controlled substance organizations, international money laundering, counter terrorism and/or public corruption.
Experience in federal task forces such as Organized Crime / Drug Enforcement Task Forces (OCDETF), High Intensity Financial Crimes Areas (HIFCA), High Intensity Drug Trafficking Areas (HIDTA) or Joint Terrorism Task Forces (JTTF) is highly desirable for LEP I candidates.
Specialized experience may also have been gained as a certified instructor in fields relating to complex investigations.
Documented experience as supervisors, managers or task force leads in a federal agency, federal task force, state agency or large police department. A large police department is defined as a police department with a minimum of 100 sworn officers.
Suitable for employment in a billet cleared to TS/SCI.
PHYSICAL DEMANDS
Must be willing to deploy, live and work in a potential hostile environment as designated by the U.S. government as an imminent danger zone hostile fire zone
Pass the Pre-Deployment Medical Examination and Immunization requirements
Willing to work in austere environment and wear Personal Protective Equipment (PPE)
Willing to receive the required immunizations as defined by the U.S. State Department
 
Job Responsibilities 
Include but not limited to:
LEP personnel will advise and assist US and Coalition commanders and their staff, using their LE expertise and methodology, to understand, identify, target, penetrate, interdict, and suppress criminal-like, insurgent network enterprises and special group criminals to include but not limited to their employment of IED.
LEP personnel will also serve as trainers and mentors to US and Coalition Forces who are responsible for building Host Nation (HN) Law Enforcement/Security Forces (LE/SF) capabilities.
LEP personnel will be advisors to the commander on the role of forensics in the judicial, biometric and criminal intelligence processes.
LEP personnel are not designed to be utilized as a stand-alone resource but must be partnered with and working under the direct oversight of US military personnel.
LEP personnel will not conduct autonomous operations of any kind.
LEP personnel will have US Forces oversight of their activities at all times.
LEP personnel will be accompanied by US Forces or Coalition forces at all times. Exception is for Investigative Surveillance Unit (ISU) travel to Off Site Locations (OSL) without military presence.
LEP personnel are prohibited from engaging directly in developing intelligence sources, participating in any criminal investigation which falls under the Title 10 purview of USACIDC, Naval Criminal Investigation Service (NCIS) or other Military Criminal Investigation Organization (MCIO), or any other activity prohibited by US or international law or treaty including Status of Forces Agreements (SOFA), or DoD or service regulation.
SCPA Specific Tasks:
Plans and develops strategies for the protection of international borders.
Assist U.S. military personnel teaching the Afghan Border Police (ABP) how to conduct investigations involving criminal activity at international borders.
Mentor and assist ABP in the conduct of large-scale and task force border operations.
Mentor and assist ABP in the collection of documentary and physical evidence.
Mentor and assist ABP in the preparation of reports of investigation.
