Job Summary
Prescient Edge is seeking a highly-qualified Chief of Crisis
Operations (CCO) for a 24/7/365 global operations support center. The
CCO will be responsible for selecting, training and supervising a cadre
of Crisis Response Coordinators (CRC) who will command Watch Center
shifts and direct the execution of crisis response plans initiated for
clients in distress. The CCO will develop and document crisis response
doctrine and SOPs, as well as create initial and professional
development training plans for the CRC cadre, to include outsourced
crisis response courses provided by industry specialists.
Additionally, the CCO will develop, contract and oversee account management for a reliable and redundant international network of service providers specializing in rapid response air evacuations/MEDEVAC, medical support services, secure transportation, travel-security escort, immigration and customs facilitation, executive/VIP protection, close protection services and legal assistance. The CCO will develop plans for tiered service offerings that match internal resources and contracted services and periodically validate each service provider's readiness and response capabilities to ensure compliance with contract terms.
The ideal candidate has a mix of military Special Operations and commercial security experience leading, planning and executing close protection services and rapid-response emergency extraction operations in a wide variety of semi-permissive and non-permissive environments. Additionally, the ideal candidate has significant experience developing, documenting and implementing corresponding doctrine, SOPs, TTPs and training plans. Above all, the ideal candidate is an advocate of low-profile operational art.

RESPONSIBILITIES
· Identifies international and national providers of crisis support, medical assistance and traveler security/protection services and:
o assesses provider services for applicability, reliability and quality;
o commissions or executes due diligence for candidate providers;
o recommends execution and scope of contracts for qualified providers;
o ensures creation and maintenance of provider accounts;
o manages contract negotiations, terms and execution;
o develops rapid-response request-for-service protocols with service providers;
o periodically validates service provider's readiness and response capabilities per contract terms.
· Account manager for primary critical service contracts.
· Develops plans for tiered service offerings that match contracted services and internal resources.
· Oversees the recurrent testing and evaluation of Watch Center tools and SOPs for the provision of routine support and crisis response services.
· Develops doctrine and SOPs for the rapid development of location-specific Emergency Action Plans (EAP) capable of being executed by untrained persons with assistance provided by the Watch Center staff.
· Provides Subject Matter Expertise, testing and validation for the development of specialized software tools used for creating formatted EAPs.
· In conjunction with senior THREAT Analysts, develops doctrine and SOPs for the provision of Crisis Response Assistance and Services.
· Develops job descriptions and requirements for Crisis Response Coordinators (CRC).
· Develops a job description and requirements for a Senior CRC, who will act as the CCO's on-site deputy.
· Develops staffing and succession plans for CRCs.
· Develops initial training and professional development plans for CRCs.
· Evaluates course offerings of crisis management service providers and contracts training to facilitate the professional development of the CRC cadre.
· Hires CRCs.
· Supervises CRC indoctrination and training.
· Develops and conducts routine and semi-annual performance evaluations for CRCs.
· Provides senior leadership and management oversight for CRC Watch Center operations.
· Surveys internal, contracted service provider and competitor capabilities to identify shortfalls and opportunities; develops business and operational plans for enhanced service offerings and recommends execution strategies to the operations management team.
· Liaises with the security, military, law enforcement, intelligence and business communities, domestic and foreign, in order to stay current with relevant issues, trends, doctrine, tactics, techniques and technologies.
· Attends industry conferences and symposiums to develop and maintain business contacts.
· Researches relevant topics and technologies in order to identify opportunities for business and operational innovation.
QUALIFICATIONS
· At least 10 years Military Special Operations duty with significant experience involving the crisis Planning and Execution of at least two of the following:
o air, land and sea infil-exfil/ingress-egress;
o Advance Force Operations;
o Personal Security/Close Protection Details;
o CSAR/SAR/Combat MEDEVAC;
o low-profile deployment to semi-permissive environments.
o SERE instruction;
· Advance Team Leader for VIP/Executive Protection or Diplomatic Security detail.
· Significant commercial experience planning and executing low-profile VIP or Close Protection in developing countries.
· Very strong operational and contingency planning skills.
· At least 5 years experience in an operational leadership role within military Special Operations.
· 3-5 years experience in a team leadership role executing commercial or diplomatic VIP/Executive protection--HIGHLY DESIRED, but negotiable.
· Very strong written communication skills.
· Strong verbal and presentation skills.
· Very comfortable using and learning geospatial and tactical analysis/planning tools.
· Demonstrated ability to develop and document doctrine, tactics, techniques and procedures.
· At least two years experience as a member of a training cadre or training development staff.
· Foreign commercial contract negotiation and management experience.
· Budget management experience.
· Strong MS Word and Powerpoint skills.
· Familiarity with digital image editing and 2D diagramming tools is a plus.
· Very comfortable using and learning digital cameras, handheld computing devices, laptops, GPS systems and tactical communication systems.
