Functional Responsibilities
Under the guidance and supervision of the Chief of Operations, the Quality Assurance (QA) Officer develops and maintains QA management system; coordinates mine action organizations to ensure Mine Action organizations’s operating standards (SOPs) are complied with.
The Quality Assurance Officer will work in close collaboration with the Operations & Quality Assurance Officers, programme teams, mine action organizations and the National Mine Action Authority to ensure successful service delivery.
Function / Expected Results: Ensures the implementation of QA management system focusing on the following results:
  • Develop and maintain the implementation of a national QA management system is implemented and applied to all Mine Action Activities in the country.
  • ensure the system is being applied in a fair and equitable manner; and that accreditation, licensing and monitoring does not interrupt or delay mine action projects.
  • Monitor and evaluate QA information to identify trends, and alert the Chief of Operations on potential risks.
  • Monitor correct handover procedures of cleared land is conducted in accordance with NTSG.
Function / Expected Results: Ensure that Mine Action Organisations’ Standard Operating Procedures (SOP) are in compliance with the NTSG focusing on the following results:
  • Reviewing, rewriting, compiling and editing of the NTSGs on regular basis to ensure conformity
  • Organizing and planning the Operational Accreditation On-site Assessment of all Mine Action Assets operating in the country.
  • Conduct on-site QA of mine action operations to ensure organisations are conducting safe and effective Mine Action Operations.
  • Provide guidance on any specific corrective actions to be taken by mine action organizations, following an inspection.
  • Be responsible for all aspects of sampling and post clearance operations/post clearance impact assessments.

Function / Expected Results: Ensure close and effective inter-action of co-ordination of QA with other integral aspects of mine action focusing on the following results:
  • Organize meetings with key personnel of different mine action organizations to ensure effective coordination of different mine action organizations.
  • Provide assistance and advice to to both UNMAS QA Officers and UNMAS contractors regarding QA non-conformities.
  • Liaise with the mine action organizations on QA assessments and ensure that all QA data is captured on IMSMA.
  • Provide skills transfer and capacity building to National Mine Action Authority staff to assist them in developing similar management characteristics and abilities.
Function / Expected Results: Ensure improved QA reporting focusing on the following results:
  • Develop formats and set up weekly/monthly summary reporting system, and provide guidance on the requirements for the reporting system.
  • Compiling of comprehensive monthly report on QA. Ensure all QA dats is captured in correct formats and entered in IMSMA on timely manner.

Education/Experience/Language requirements
Advanced University Degree (Masters Degree or equivalent) with a minimum of 5 years of relevant experience; or a First Level University Degree (Bachelors Degree or equivalent) with a minimum of 7 years of relevant experience; or Military Experience (or relevant Police Experience) or Junior command and staff course with a minimum of 11 years of relevant experience.
  • Five years’ experience in operations management (military or humanitarian mine action) that includes at least two years of proven and applicable experience in management of operations in humanitarian mine action.
  • Good understanding of UN mine action programmes, policies, and coordination mechanisms desirable.
  • Training in landmine and unexploded ordnance disposal techniques, as well as the application of various clearance technologies is desirable.
  • Thorough knowledge of IMAS and ISO, demining SOPs, technical and international humanitarian safety standards and procedures including the use of mine detection dogs and mechanical demining systems.
  • In addition a thorough knowledge of the International Mine Action Standards and the Information Management System for Mine Action is desirable.
  • Fully recognizable International EOD 3 qualification is required.
  • Fully recognizable driving license is required.
  • Fully conversant in MS Office.
Fluency in spoken and written English.
