About the role
The Safety and Security Coordinator’s role is to provide leadership in development and management of the country safety and security strategy and provide support to the country operations on management of safety and security issues. The position reports to the Country Director and will be based from Bamako in Mali.

Dimensions of Role:
• Weekly reports to Senior Management on incidents, trends and risk mitigation. • Responsible for advising senior management of the risks associated with around 162 staffs working in a complex and dynamic security environment across several project sites.

Typical Responsibilities - Key End Results of Position:
General and specific context analysis and mapping with security risk assessments are available to CMT in order to manage risk • General country and regional context analysis • Actor mapping • Specific area (Country office, PU or emergency project) security threat/ risk assessments


Security issues are monitored and responded to • Risk incidents are responded to and recorded • Trends analyzed • Protocols types of responses developed agreed and tested • Major incidents supported


Staff and visitors understand risk and behave according to agreed risk management strategy • SOPs and contingency plans for security incidents • Briefings • Training


Plan is connected across the sector for mutual in the event of minor and major security incidents • Networking • MOUs • Joint lobbying on security matters


Plan Mali support Plan’s global understanding and learning from the practical and effective management of risk • Post incident reports • Review of weekly reports • Performance management

Dealing with Problems:

• The relevance and impact of safety & security activities must become part of everyone’s work at all times • The development of effective mutual networking relationships will be critical to accurate data analysis and response to crises • Safe and security must be approached as a strategic enabler not an extra that hinder delivery

Communications and Working Relationships:

Internal

• CMT members on safety and security management issues and decisions • A working relationship with CO staff at all levels to discuss, brief and train on safety and security issues • Country Security Review Team members and the Country level security focal point to provide technical support and guidance on safety and security • The security Focal point and security coordinator • Regional Security Advisor at WARO for technical guidance or support • Lower level workers who may well have significant information will be key partners (drivers, guards, cleaners and cooks)

External

Excellent relations must developed with a wide range of external stakeholders for this post to be successful, for example • UN and other NGO actors • Non-state actors (including combatants) • Government departments • Diplomatic corps and their security personnel • Local authority and community leaders

Knowledge, Skills and Behaviours required to Achieve Role’s Objectives:

Knowledge

• In depth knowledge of security risk management and associated principles is essential • Knowledge of the INGO sector and humanitarian imperative and child protection • Thorough understanding of the implementation of a Security Management Framework (SMF) and all related processes and procedures • Understanding of major incident response mechanism during critical incidences • Knowledge of Humanitarian Codes of Conduct e.g. Sphere, HAP and UN Sec General statement on Sexual Exploitation • Knowledge of first aid, military doctrine and tactics, weapons and ammunition an advantage

Skills

• Proven networking and relationship building skills • Analytical and communication skills for: the analysis of context and management acceptance; the development of Standard Operating Procedures ’s and related security documentations • Demonstrable Monitoring and Evaluation skills for a dynamic security environment • Ability to assess and coordinate an effective decision making for response under pressure and at very short notice • Ability to develop and deliver security training to mixed ability groups sometimes through interpreters • Computer literate, able to use all common software packages (office Suite)

• Be able to understand how to relate to all levels of Plan communities and respect local customs and protocols • Able to diffuse tensions and remain calm at all times and particularly following a security incident • Cross-Culturally adept • Avoid the typical barriers that develop between local and expatriate communities and colleague through an approachable and open style that is not colored by preconceptions • Demonstrates Plans values • Encourage, motivate and guide team members to approach safety and security issues with confidence especially during crisis • Empathy • Communicate effectively across Plans management structure

Type of Role: 3 year fixed term contract Reports to: Country Director, Mali Salary: US $42000 - $52000 per annum plus full expat benefits
