SUMMARY Casals/DI is seeking qualified candidates to fill the role of Security Manager for the USAID/Philippines Logistics Support for Mindanao Project. The purpose of this project is to provide Logistical, Security Support and Information Management services to USAID activities in the Mindanao region of the Philippines, over a period of three years with two one-year options. The project headquarters will be in Zamboanga City with sub-offices in Cagayan de Oro and Davao. 

DUTIES & RESPONSIBILITIES
The Security Manager will: • Develop security & safety advisories and directives for the provision of logistical and security support services, as described in Section IV. Tasks. • Coordinate with Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) counterparts in preparation for VIP visits regarding security requirements; and assign security officers in advance of the visit. • Prepare “Security Plans” for projects in USAID target conflict affected-areas in Cotabato City, Isabela City, Zamboanga City, Marawi City, Southern Basilan, and Jolo, as well as surrounding areas. • Ensure security team provides required information and other advisories, geographical information data sets, security presentations, threat analyses, project security plans, and motor vehicle fleet operations. • As directed, represent USAID and as may be required, also represent implementing partners, in communications/discussions with specific local counterparts on matters relative to security and safety protocols affecting the implementation of USAID projects. • As required, provide support in the coordination of overland or sea-borne vehicle, convoy and on-site security arrangements (including force protection) for senior USG and other partner/counterpart foreign government visits to project sites individually or jointly with Philippine counterparts. • Serve as on-site security officer, arrange logistics and manage force protection for visiting U. S. government personnel, and/or USAID expatriate and local staff, and coordinate force protection with local police/military/security agencies. • Establish working relationship and coordination with Joint Special Operations Task Force-Philippines (JSOTP-P) and RSO for VIP visits. • Establish and maintain a contact network, both formal and informal, for information gathering purposes. • Undertake any other task as may be assigned and/or directed by the COP. 

DESIRED QUALIFICATIONS • University degree in security, military science with training in security management, law enforcement, military, logistics or related fields. • Over five years of progressive experience in managing security support services for international organizations, or local organizations with international donor funding, preferably in conflict environments. • Experience in working with foreign embassies and diplomats (or suitable equivalent) in managing overland convoy and force protection for visiting dignitaries and senior officials in conflict-affected, high risk areas is highly desirable. • Familiarity in working in high stress/high risk areas where there may be occasion for on-site visitor to encounter hostile fire, requiring split second evacuation to identified “safe havens”. • Demonstrated familiarity with the Philippine government’s military organizations – Armed Forces of the Philippines (AFP)/ Philippine National Police (PNP) -- and their local and regional command and control procedures and organizational structures (Western and Eastern Mindanao Command Headquarters, Army Division headquarters in Cotabato and Cagayan de Oro cities, various Intelligence Services), and other civilian agencies. • Ability to pass a security clearance: and Demonstrated English communication skills (written and oral) are required. Command of languages/dialects used in locations of USAID assistance is desirable. TRAVEL Must be willing to live in the Philippines and travel throughout the country or region as needed.
