RTSC is seeking a Border Security Program Manager (PM) to manage the implementation and oversight of an international border security project. The PM will be responsible for all facets of operation of a program designed to enhance the detection and interdiction capability of host country Border Security authorities. The individual will be requiredto schedule complex tasks, balance multiple priorities and meet deadlines while supervising staff to work with and train host country Border Security Services. The candidate should have practical and applied knowledge of systems including: Command, Control, and Communication, Surveillance, Interdiction, Training and Sustainment.
The PM will be responsible for project cost, schedule and technical performance and will establish milestones and monitor adherence to program master plans and schedules. The PM will devote the majority of their time to planning, scheduling, and coordinating with the customer and other program participants and stakeholders, including the host country’s Border Guard Service, State and Regional Customs Services, subcontractors, and other contractors as required. The PM will oversee the conduct of border and border guard assessments, planning, designing C3ISR systems, and execution of their installation, training, sustainment, and immediate transition of the systems to full operational control of the national border security services.
The PM will develop control systems and reports that accurately measure progress, identify potential problems in sufficient time for corrective action to be taken, and will ensure the meeting of the company’s contract commitments. The PM will direct the performance of program functional task elements such as procurement, manufacturing, quality control, logistics, and administrative functions. The PM will act as primary customer interface on status and performance, and will anticipate and fulfill customer needs to ensure their satisfaction and continued business.
Required Skills:
6-8 years of successful experience managing government projects with 3-5 of it executed internationally
International work experience managing multiple subcontractors
In-depth familiarity with border operations and security policy/procedure (Land Border Security or industry equivalent experience)
Prior experience in developing contract deliverables (CDRLs)
Self motivator who takes ownership and drives resolution of problems in a safe and practical manner
Visionary and ability to think broadly and conceptually
Excellent organizational and reporting skills
Excellent writing skills and in depth familiarization with MS Applications and Lotus Notes
Fluent English language and typing skills
Ability to work under pressure to meet project deadlines
Ability to work in a multi-cultural / multi-language environment
Excellent technical writing and verbal communications skillsRequired Education:
Bachelors’ degree in Business Administration, Engineering or a related field. May substitute experience for education.
Desired Skills:
Overseas experience preferred, particularly in the Middle East and/or Southeast Asia through extensive travel or as an expat
Ability to converse in language of country where overseas experience was obtained
US government experience, or experience working with USG customers
Minimum Raytheon Level 3 Program Manager Certification or equivalent experience within the guidelines set by Raytheon’s Program Management Certification process
Facility management experience
Experience with Earned Value Management System (or C/SCSC)
