Job Description
Subject Matter Expert IV (Corrections Advisor – El Salvador)

This position is pending a Task Order Award under an existing contract.

POSITION DESCRIPTION
The Coordinator will provide subject matter expertise in all corrections disciplines; aid in prison and jail construction project coordination; and support liaison efforts with prime construction contractors, as well as agencies that represent prison administration and management in the region.

The Coordinator will also provide mentoring and training on all aspects of corrections to personnel of the Government of El Salvador Prisons system and other officials from the Government of El Salvador.


DUTIES AND RESPONSIBILITIES
Keep the INL/WHP Director, Embassy-based personnel, INL/WHP CARSI Coordinator, INL/WHP Program Officers, and other U.S. personnel, as appropriate, informed and briefed on all matters relating to corrections training programs and prison construction in the region, as well as corrections advisory and training initiatives in the region
Coordinate with OCONUS-based INL corrections experts on WHP and NAS programs in Central America training initiatives, procurements, contract issues, visas, country clearances, and funding issues, as appropriate; prepare documents as necessary
Serve as the functional conduit to expedite issues within the USG, such as procurements and fund cite acquisitions
Prepare regular reports for NAS San Salvador, including drafting sections of various program requests, cables, and briefings as requested
Ensure requirements of INL’s memoranda of understanding with various US state and federal agencies are met
Review, make recommendations, and forward for approval to the INL/NAS chain of command corrections proposals, program training plans and initiatives, advisor deployments, and training curricula
Attend agency or contractor management meetings and report the results through the INL/NAS chain of command along with observations and recommendations for action on actionable items
Provide policy guidance to INL/NAS and track the implementation of this policy direction; evaluate prison construction funding and site selection requests using corrections best practices and INL policy guidance
Assist NAS in coordinating regional corrections projects and programs to ensure deadlines on construction, materials acquisition and delivery, training, equipment, and funding are met in a timely manner and to provide scheduled reports to the INL/NAS chain of command on the status of these projects
Support NAS in coordinating interactions with INL’s corrections partners for training, advising, and mentoring as defined by INL’s memoranda of understanding with partner agencies
Aid in carrying out necessary logistics to facilitate training programs in support of these programs, including coordination with other INL corrections advisors
Conduct periodic site visits to project locations and other jails and prisons located in the region to perform onsite inspections and assessments of INL projects and programs
Provide subject matter expertise in developing curricula for training on various topics
Provide classroom and field instruction on corrections topics
Assist with developing and assisting other INL staff to develop corrections programs, which are coordinated with the law enforcement and criminal justice programs.

MINIMUM QUALIFICATIONS
US citizenship
A Bachelor’s Degree in a social science field from an accredited institution; substitution for a Bachelor’s degree may be considered for years of experience at the rank of warden or equivalent
Eight (8) years of law enforcement/corrections experience, five (5) of which must have been in corrections management position equivalent to a deputy/assistant warden or higher

SECURITY CLEARANCE
Ability to obtain/maintain a Secret Security clearance
