Subject Matter Expert II (Counter Narcotics Advisor – Guatemala)
This position is pending a Task Order Award under an existing contract.
POSITION DESCRIPTION
The Advisor will aid in managing day-to-day operations of the Counter Narcotics (CN) program in Guatemala including all interdiction and eradication activities. This includes aiding in the coordination with the Vice Minister for CN and SGAIA on institution building of Guatemala’s CN police with special emphasis on CN training activities focused on building internal interdiction capability; assisting with the end-use monitoring of donated commodities provided to the GOG by the U.S. Government; assisting with arranging logistical support for CN operations throughout Guatemala; reviewing procurement support requests for accuracy and program applicability; and assisting with developing requirements for supporting NCP CN and precursor chemical operations.
The Advisor advises the NAS Director on training required to improve counter-narcotics police performance in detection, interdiction and disposal of precursor chemicals. Also, the Advisor makes recommendations to the NAS Director, GOG officials, and Embassy contacts on appropriate types and levels of support needed to initiate and sustain NAS-funded projects; provides input to the annual country budget request, end-use monitoring report, the International Narcotics Control Strategy report (INCSR) and the Advanced Acquisition Plan (AAP).
DUTIES AND RESPONSIBILITIES
Support NAS in working with other USG agencies to help build the NCP’s CN capabilities by coordinating USG-provided training, logistical support and technical assistance; provide assistance to NAS and the NCP to develop CN strategies and programs, including building interdiction capacity at ports, borders, and mobile interdiction operations
Support NAS in working with the DEA, INL Office of Aviation, the Aviation Support Program (ASP), the Ministry of CN and other agencies to develop a robust airmobile interdiction unit within the NCP that can be deployed throughout Guatemala; assist with developing the necessary command, control, communications and intelligence needed to support the airmobile interdiction unit
Support NAS and GOG personnel, through subject matter expertise, to improve the NCP counter-narcotics police’s investigative capacity by providing technical support for communications, computer systems, data analysis and field investigations; aid in coordinating support for the Joint Intelligence Coordination Center (JICC) and work with host nation counterparts in utilizing intelligence generated by the JICC
Assist in the preparation of the NAS budget request, end-use monitoring of commodities provided to the GOG, and the annual International Narcotics Control Strategy Report (INCSR); provide subject matter expertise to assist in drafting letters, cables and other reports on CN activities; aid in providing briefings, program evaluations, and support high-level visits to NAS-supported activities
MINIMUM REQUIREMENTS
A Bachelor’s Degree from an accredited educational institution, or equivalent (e.g. Associate’s Degree with 5 years relevant experience or 10 years relevant experience in counter-narcotics operations) experience in a field such as law enforcement development, international development, international affairs, U.S. military joint combined exchange training experience or business administration
Five (5) years progressive employment experience in law enforcement Rule of Law capacity building, joint and combined military operations, or direct experience in INL-managed counter- narcotics programs is required
Three (3) years general administrative and program management experience
Strong interpersonal and communications skills, and experience in liaison work, dealing with host government and USG officials in a multicultural environment. Previous overseas experience working with host governments in Latin America preferred.
Level Three (3) Spanish both written and spoken is required (good working knowledge)
Proficient in Microsoft Office Suite
