Senior Human Resources Manager (LOGCAP)

 POSITION SUMMARY:
Works in Afghanistan to Supports various worldwide LOGCAP task orders. Plans & schedules work of assigned staff performing work in a wide variety of functional areas. Supervises application of HR policies in employee relations, wage & salary administration, training, AAP/EEO, safety, employee benefits, workers compensation, personal records, & related HR administrative matters at locations throughout Afghanistan & in Greenville, SC in compliance with contractual requirements & established company policies. Plans, develops, organizes, manages & directs an effective HR Program for assigned areas of responsibility including international human resources, compensation, benefits, recruitment, HRIS, training, employee relations, policy administration, employee communications, metrics analysis & reporting, & program support.

MAJOR JOB ACTIVITIES:
1. Manages overall functions of HR to include training, policy administration, employee relations, compensation, benefits, worker’s compensation, expatriate policies/procedures, international human resources, interface with payroll, recruiting, compliance & project management. Liaisons with ITT Systems Division HQ HR.
2. Responsible for direction & control of all project employee relations programs, plans & actions to include security & training in compliance with contractual & company specifications & policies.
3. Responsible for recruitment & employment processing activities; complies with EEO/AAP requirements & associated records, files & reports.
4. Responsible for development & implementation of an effective internal employee complaint procedure for expeditious resolution of company employee complaints.
5. Responsible for development & maintenance of job position descriptions for each Company organizational line position to include each major job/position activity & minimum qualification levels of education/experience required.
6. Responsible for establishment & maintenance of Company/Compensation & Benefits programs for project employees in compliance with contract/Company requirements for location.
7. Responsible for development & on-going implementation of Company Security, Environmental, Safety & Training Programs & Plans in compliance with contract/Company requirements.
8. Responsible for certification & records of Company personnel in compliance with contractual requirements.
9. Responsible for establishment & maintenance of effective records/files & reports control program to support all employee relations assigned responsibilities to include administrative procedures for interface with all other Company functional activities.
10. Responsible for AAP/EEO plans & ensures recruiting, promotions & terminations are accomplished in a fair & equitable manner.
11. Establishes & up-dates merit review & salary increase grid for project & ensures all employee performance reviews are accomplished in a timely manner.
12. Works closely with LOGCAP Prime customer on all HR partnership activities including providing metrics analysis & reporting, as required by contract.
13. Directly responsible for functional support & administrative management of personnel.
14. Manages all PMO & DPMO Human Resources personnel
15. Provides mentoring, development & training for PMO, DPMO & intern Human Resources personnel.
16. Formulates & directs effective programs throughout areas of international human resources, compensation, benefits, recruitment, HRIS, training, employee relations, policy administration, employee communications, metrics analysis & reporting, & Task Order support.
17. International Human Resources/ Recruitment/ Training:
a) Responsible to work with Legal to research international labor laws to ensure compliance in new Task Order proposals.
b) Formulates & directs effective programs for international recruitment of all US and Foreign National personnel
c) Responsible for creation & assurance that all personnel complete required training prior to deployment including new hire in-processing, military briefings & internal ITT required courses.
d) Conducts and/or directs management of phase-ins & phase-outs of all new projects & completed Task Orders.
18. Compensation Administration
a) Develops & administers corporate-wide policies & procedures in collaboration with ITT Systems Division HQ HR Compensation related to global compensation, salary increases, classification, performance appraisals, incentives & differentials.
b) Manages job analysis & evaluation function to ensure appropriate & consistent grading & salary workups in relation to other LOGCAP positions.
c) Manages audits to ensure appropriate salary administration processes are in place & addresses specific issues on request.
19. Benefits Administration
a) Works with ITT Systems Division HQ HR to formulate & direct global benefits for our international employees including US & Foreign Nationals.
b) Ensures that all corporate, US federal, local, & recruitment country rules & regulations are followed.
c) Responsible for management of LOGCAP recognition & award programs including submittal for DoD contractor on battlefield medals, ITT Systems Division awards & ITT Corporate awards.
d) Responsible for oversight of evacuation & notification for all LOGCAP personnel injuries, illnesses & fatalities as outlined in ITT Systems Division’s policies & procedures.
20. Human Resources Information System
a) Accountable for development & accuracy of Human Resources databases at diverse locations with varying accountabilities.
b) Responsible for reporting of headcount, recruitment dashboards, staffing trends, & other metrics as required internal to ITT Systems Division & our customers.
21. Policy Administration
a) Ensures compliance with ITT Systems Division HR policies & standard practices.
b) Directs creation of Project Orders.
c) Responsible for adherence & maintenance of established policies & procedures.
22. Responsible for effective employee communications working with ITT Systems Division
a) Communications, e.g., surveys, meetings, activity groups, quality of work life programs, management communications & relations, & employee morale.
b) Works with ITT Systems Division HQ HR on all major employee relations issues under our policies & procedures.
23. Performs other duties & assignments as required.



MATERIAL & EQUIPMENT DIRECTLY USED:
Personal computer & other general office equipment.

WORKING ENVIRONMENT:
Applicants should be aware that this position involves working in a dangerous environment. Works in a forward deployed field office environment & at project locations work centers. May be required to work an uncommon tour of duty including nights, weekends, & holidays. Frequent travel is required throughout Afghanistan & occasionally to Greenville SC or Colorado Springs, CO to support leadership and/or process training & to perform other responsibilities. Must comply with published Company work rules.


MINIMUM QUALIFICATIONS:
Education/Certifications: Two years related experience may be substituted for one year of education, if degree is required.Bachelor’s degree in Human Resources or Business or a related field required. Masters degree preferred. Experience in employee relations & personnel areas of security & safety applications.



Experience:
Ten or more years of experience in most functions of Human Resources including international human resources, recruitment, employee relations, compensation, benefits, training, & other major areas. Overseas experience preferably in a DoD environment is required.

FREEDOM TO ACT: Reports to LOGCAP Program Manager with functional guidance provided from ITTS HQ Human Resources Manager. Functions independently within established parameters.

Supervises staff of HR Generalists, Manager(s), and HR Administrators
