POSITION SUMMARY:
The Regional Manager is responsible to the Operations Manager for the day to day operational planning and execution of all Program functions for the assigned Regional location which may consist of one or more Hubs and multiple provinces. Regional Managers are typically responsible for their main regional Hub and outlying Hubs supported from the main Hub. Manages and provides leadership to assigned personnel. Has responsibility for overall problem resolution, planning, execution, and leadership of operational functions at assigned Hubs and serves as acting Operations Manager when directed. He/she must demonstrates exemplary management and leadership capabilities, especially in the areas of collaboration, team building, talent development, fiscal and human resources management, and process improvement. For his/her assigned Hub, is responsible for the day to day activities of the areas of Public Works, Logistics, Transportation, and Planning, and assigned DPW work functions. Will also coordinate other Hub activities in the areas of Contracts, Purchasing, Information Technology, Faclitiles, Property, Finance, Human Resources and Program Control.MAJOR JOB ACTIVITIES:
1. Coordinates Hub/provinical support to the Operations & Maintenance Program.
2. Coordinates direclty with the Operations Manager providing timely response to day to day operational activities, required periodic reports and provides analysis of performance in support of the Program Manager’s objectives.
3. Coordinates directly with sub-contractor’s regional manager and staff.
4. Works closely with the production coordinator and log manager on logistical requirements and CMMS tracking.
5. Assists the Operations Manager in the oversight for all activities within the assigned regional Hub locations.
6. Performs other duties as assigned.
MATERIAL & EQUIPMENT DIRECTLY USED:
Personal Computer, printers, calculator, FAX machine, copy machine and other general office equipment.
WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:
Work is in a general operational and office environment in Afghanistan, an overseas, developing country location. May be required to work an uncommon tour of duty and extended hours including nights, weekends and holidays. Applicant must be able to meet strict physical fitness requirements defined by the Government Program Office and will be required to wear Personal Protective Equipment (PPE-ex: Kevlar helmet, body armor, etc.).
Travel to and from Afghan National Security Force Basese may be required. Duty is in an austere duty locaiton subject to and including severe weather changes (both hot and cold), and combat zone hostile activity. Personal security is provided by a western professional security company.
Education/Experience:
Bachelors’ Degree in Business Administration, Management, Project Management or equivalent knowledge and experience. PMI certification and Green Belt desired. Relevant training in business, logistics (supply, transportation, maintenance, base support, project management) plus equivalent military logistics training.
Two years related experience may be substituted for one year of education, if degree is required.
Program Specific Requirements:
Eight years experience in project administration, contracting, or in the management and implementation of government-funded projects. Must demonstrate excellent written and oral communication skills. Direct experience working on projects in developing countries and experiences working in conflict and/or post-conflict countries is highly desirable. Knowledge of Department of Defense and the United States Army Corps of Engineers is preferred. Certification as a Project Management Professional (PMP) from the Project Management Institute is a plus. Must be able to read, write and speak the English language fluently.
Must posses passport book (not passport card) with at least 12 months of remaining validity and with at least 4 blank visa / stamp pages (front and back) remaining.
Must possess a driver’s license with at least 6 months of remaining validity.
Must be able to pass a drug screen, complete physical and all background checks associated with obtaining a DOD CAC.
Must be able to lift 50 lobs.
It should be clearly understood that employment may be located in potentially dangerous areas, including combat and war zones. This might involve the possibility of suffering harm by dangerous forces or friendly fire. These dangers are inherent to working conditions ina dangerous environment.
