INSO (www.ngosafety.org) is the new global charity dedicated exclusively to issues of humanitarian safety and to the operation of NGO Safety Offices (NSO) in violent or insecure contexts. The Afghanistan NGO Safety Office (ANSO) is a project of INSO that supports security awareness and security management capabilities amongst NGOs in Afghanistan with offices in Jalalabad City, Herat, Kandahar City, Mazar-e Sharif, and Kabul. We are now seeking an expert to join our team as a Regional Safety Advisor (RSA) for the Southern Region based in Kandahar City. Please note that an RSA may be posted to any of ANSO’s field sites based upon position availability and candidate suitability. The candidate should be prepared to spend one year in any of the regional offices. The candidate can expect to receive a comprehensive orientation prior to engaging in his/her duties and work in an exceptionally close knit and experienced team with great support resources in place. The RSA will be the sole ANSO representative in his/her region.
Key Areas of Responsibility:
Provide NGOs with credible information and a contextual analysis of the local and regional security situation.
Liaise with NGOs, the UN, military forces, and other national and international security agencies to obtain security information.
Write comprehensive English bi-weekly reports on the provincial and regional security situation as it relates to NGOs, and produce daily incident reports and threat warnings.
Facilitate weekly NGO security roundtables in your region of responsibility.
Assist NGOs to develop their own security management capacities by reviewing policy, conducting site-security surveys, and assisting in evacuation planning.
Manage the regional ANSO office. This includes supervising approximately 12 national staff and oversight of local logistics and administration.
Manage the public perception of the regional office in order to establish and maintain recognition of its mandate for independence, impartiality and neutrality.
Minimum Requirements:
Bachelor’s Degree or higher in Social Sciences, Political or Security studies, or a related field.
Employment history that reflects experience in fields beyond purely military, police, or private security.
Extensive experience working independently in volatile environments.
Proven writing and analytical skills.
Familiarity with the philosophy, priorities and principals of humanitarian NGOs and NGO approaches to security.
Exemplary command of the English language.
Preferred:
Commitment to humanitarian principles.
Experience with NGO security and/or project management.
Ability to develop and maintain culturally and socially diverse relationships and contacts.
Experience in staff capacity development and training.
Existing political, social or historical knowledge of the country.
